Sakharov predicts downfall of Gorbachev

PARIS Soviet President Mik
hail Gorbachev probably will be
ousted because he has failed to seek
popular support in direct elections,
Andrei Sakharov and his wife were
quoted as saying in an interview
published Thursday.
"The conservatives will overthrow
Gorbachev or at least impose their
views on him," the conservative
French daily Le Figaro quoted
Sakharov, the dean of the Soviet
human rights movement, as saying.

JOHANNESBURG, South Africa
A member of Parliament said
Thursday she will seek the impeach
ment of a judge for his lenient
treatment of a white farmer who tied
a black man to a tree and beat him
to death over two days.
Helen Suzman, the longest-serving
Parliament member from the anti
apartheid Progressive Federal Party,
said the sentence imposed in
November by Justice J.J. Strydom
was "outrageously lenient." She said
she would propose his impeachment
after Parliament opens Feb. 3.
On Wednesday, the Johannesburg
Bar Council, in a rare denunciation
of a judicial decision, said it was

Le Figaro said the six-hour inter
view with Sakharov and his wife,
Yelena Bonner, also a prominent
rights activist, was conducted over
three consecutive evenings at their
Moscow home.
The newspaper quoted Bonner as
saying: "The only real defense for a
chief of state is direct election. Why
is Gorbachev afraid? We would elect
him. Our country has no other leader.
"I think he will be overthrown
soon," she was quoted as saying. "I
would not bet 10 rubles on
outraged by the punishment given the
farmer, 22-year-old Jacobus Vorster,
who pleaded guilty to culpable
homicide.
Strydom gave Vorster a five-year
sentence, suspended on condition he
pay a $1,360 fine and $55 a month
to the victim's widow and children
for five years.
Vorster tied one of his workers,
Eric Sambo, to a tree and beat him
with fists and sticks over a two-day
period in 1987 after the man acci
dentally killed one of Vorster's dogs
with a tractor.
The incident occurred in the north
ern town of Louis Trichardt.

Bonner said that if Gorbachev is
ousted, "so will (be) all those who
believed in perestroika," his program
to restructure Soviet society and its
economy, the paper reported.
Sakharov, who won the Nobel
Peace Prize in 1975, said the West
must continue to pressure the Soviet
Union on rights issues, at least until
an international human rights con
ference that is scheduled in Moscow
in 1991.

consider those factors in mitigation
of sentence. The council noted that
Vorster "was 22 years old at the time
of the crime and farmed on his own

had at most a minimal effect."
The council also took note of
Strydom's references to the "embar
rassment" Vorster would suffer, since
he would have to state on passport
forms and gun license applications he
had been convicted of a crime.
The judge was also denounced for
blaming Sambo partially for his own
death. Strydom referred to an inci
dent two months before the slaying
in which Sambo, working then for
Vorster's father, turned on a tractor
after being warned two puppies were
nearby. He maimed one puppy and

United States, "should only take
place if the (human rights) situation
in the Soviet Union is truly
satisfactory."

so trivial a punishment, the mainte
nance of law and order would be
gravely endangered, and no law
abiding citizen would be safe from
violent and callous killers," the
council said in a unanimous decision.

Soviet government opposed
to papal visit, cardinal says

Lithuania's cardinal said
Thursday.

pope, said he raised the issue of
a papal visit in a meeting this week
in Moscow with an official in the
government's council for religious
affairs.
"At this time, the government
of Moscow is very much against
a visit of the pope," the 68-year-old
cardinal said in an interview
with The Associated Press.
He said Sergei Kuznetsov, head
of the Soviet department on
Catholic affairs, "answered with
an objection, saying, 'Why isn't the
Vatican taking steps to meet the
East's desires? Why isn't the pope
taking steps to improve
relations?' "

the EPA since Tennessee's decision,
Turner said, and the plant must come
up with a plan to either scale back
operations to meet the 50-unit stand
ard or shut down.
"It's now up to us to go to (the
EPA) with a proposal," he said, but
added,that Champion was pessimistic
about reaching a compromise. "We
had one and they broke it," Turner
said.
Champion denies charges that it
has not modernized the plant to limit
discoloration, Turner said. "We spent
about $4.5 million on engineering .

"They have done a whale of a lot
of work on this. I can vouch for that,"
said Canton alderman Bob Phillips,
who worked at Champion for 39
years.
The. water is a pale ginger color,
Phillips said, and is not hazardous.
"It looks similar to your swamp water
in eastern North Carolina. It's not
poisonous by any stretch."
The impact on Canton would be
disastrous if the plant closes, Phillips
said. "You just cant imagine the
impact on the community," he said.
"We're going to be just devastated."
