Radio contain oec From Associated Press reports i LOCKERBIE, Scotland A radio-cassette player held the bomb that brought down Pan Am Flight 103, but the identity of the bomber still is not known, the top investigator of the bombing said Thursday. ; Investigators believe the explosive that shattered the Boeing 747 on Dec. 21 was placed aboard the aircraft in Frankfurt, West Germany, where the flight originated, said detective Chief Superintendent John Orr. It appar ently had been put on the aircraft as checked baggage. "New positive lines of inquiry are unfolding," Orr said at a news conference in this southwestern Scottish town where the jet crashed, killing all 259 people aboard and 1 1 on the ground. "While there is insufficient evi dence at this stage to establish the identity of the person or group responsible for this dreadful crime, the progress made and the evidence Platforms for the future of UNC," Loughran said. "That's where vision comes in." The student body has outgrown Lenoir Dining Hall and the Student Union, he said. "We need to expand and we need strong student leader ship," Loughran said. "If we don't have student leadership in doing that, we're going to get screwed." Sisson said his three main goals as student body president were to ensure that students have a say in student government, to serve students and to improve the entire campus environment. "Students should control what goes on here," he said. Student opinion is often ignored by student govern ment and the administration, Sisson said. What students want should not only be considered, but acted upon, he said. "Other candidates have talked about things but gotten no action," Sisson said. "I'm not going to say it can't be done." . Lower food prices at the campus dining halls, elimination of the $100 minimum meal plan requirement and construction of a multicultural center are among Sisson's other goals. The candidates also addressed the issue of textbook prices at UNC Student Stores. On Feb. 8, the Jerusalem Post reported the bomb that destroyed the jet had been hidden in a radio-cassette recorder and had been traced to Frankfurt. That report quoted unidentified investigators as saying the device was similar, but not identical, to one found earlier in the possession of members of Ahmed Jibril's extremist Popular Front for the Liberation of Palestine-General Command. The group has denied involvement. Orr said the brand name of the radio-cassette player had not been established, and he would not say whether it was a pocket-sized device or a larger model. Nor did he say whether investigators had located the detonator. Student Stores for higher textbook buy-back prices. He said he would tell Student Stores officials that students will be more likely to sell textbooks back at the end of the semester if they got more money. Student Stores would be making less money for each book, but the same amount overall, Sisson said. Bell said he did not support any change in the system of textbook sales because money from books is used for scholarships. Many minority students depend on these scholar ships, he said. Lewis said he would like to increase the textbook reserve system now available at the Undergraduate Library so students don't have to buy books. Loughran said he would like to initiate a book rental system at UNC similar to the one at Appalachian State University, so students can rent, rather than buy, books from year to year. The candidates also spoke about interaction between the races on campus. Bell said racial interaction can be promoted socially through activities like step shows. Interaction includes not only black and white students, but also Indian, Hispanic, Asian and other minority students, he said. Orr said he was "aware of some aspects of the explosive that was used" but declined to elaborate. The discovery of the bomb's hiding place followed painstaking recon struction of a baggage container from pieces, some no larger than a table knife, strewn over 40 miles of Scottish countryside. "The reconstruction of the baggage container suggests that the explosive device may have been among the baggage from the Frankfurt flight," Orr said. "The particular bag which con tained the device has not been identified at this stage, but there is the most detailed work under way with forensic assistance to achieve this identification. Most of the 1,500 pounds of baggage in the container in which the bomb was located was checked in at Frankfurt, and the rest was "interline" baggage from other points. Flight 103 originated in Frankfurt on a Boeing 727. At London's Heathrow Airport, the New York bound flight was changed to a Boeing 747. A spokesman for the Frankfurt prosecutor's office, which is coordi nating the West German investigation into the crash, said of Orr's statement on the Frankfurt connection, "We have no knowledge about that."
