Bush intends to call for more strin
gent ethical rules for executive branch
officials and recommend a 25 percent
pay raise for federal judges in a
; sweeping ethics-in-government pro
; gram to be unveiled Wednesday,
. administration officials said Tuesday.
But these officials said Bush has
' decided for the time being against
" recommending any hike in the
$89,500 salary received by members
of Congress and will recommend no
change in the widely criticized system
' that permits lawmakers to earn
thousands of dollars in speaking fees.
Bush, who promised during last
year's campaign to crack down on
ethical laxity in government,
arranged to lay out his recommen
dations in a speech at the American
Society of Newspaper Editors
convention.
Among the recommendations is
one extending the one-year ban that
currently prohibits executive branch

underpaid state employees for close
to six years, during which time she
has succeeded in raising salaries twice
for the lowest-paid state workers, she
said. Barnes introduced a bill in
March that proposes to raise the
salaries of those workers to the
poverty level.
"Inflation overtakes the federally
defined poverty level, and it (the level)
is constantly creeping up. These are
employees at the very bottom, and
we need to help them."
The subcommittee on public
employees' salaries unanimously
approved the bill last week, and now
it awaits review by the standing
committee on public employees,
Ramp
Pit's stagelike atmosphere, its main
purpose will be to allow handicapped
students to participate in activities
that take place in the Pit, Tufts said.
"The Pit is a real focal point of
student life, and some students can't
get down the steps. A ramp would
allow these students to do that."
Students for Educational Access
(SEA), a student government exec
utive branch committee, has been
working for handicapped access
ramps across campus for two years.
Stuart Hathaway, chairman of
SEA, said the decision to build the
ramp showed the administration's
support for handicapped students.
. "It is the single most dramatic
expression of commitment the
administration could give to handi
capped students. The Pit is the center
of student life on campus."
The ramp also raises students'
awareness of the plight of the han
dicapped, Hathaway said.
"The ramp is going to make people
more conscious to what handicapped
students face. The hope is that such

members of Congress and to judges,
said a source who spoke on the
condition of anonymity.
In making his proposals, Bush is
expected to accept most of the
recommendations made by a special
commission he established and dis
card some others.
The commission Bush set up to
recommend changes for an ethics
overhaul had called for a ban on
honoraria to members of Congress
for speaking engagements or similar
work. Such honoraria provide thou
sands of dollars in outside income for
senators and representatives in a
system that critics, including Bush's
ethics panel, contend allows for too
much special interest influence on the
representatives.
But the president decided that the
issue of honoraria should be consid
ered in conjunction with the question
of a congressional pay raise, separate

go to the appropriations committee,
which will decide on the bill's inclu
sion in the budget, she said.

University officials were sympathetic
toward the housekeepers and other
workers, but that the matter is out
of their hands.
"There's not a heck of a lot we can
do about it because it's the'state which
sets the salaries. I have a lot of
sympathy for the housekeepers, and
not only housekeepers but the
groundskeepers. They're darn good
people and it's tough to make ends
meet."

A mobile unit and pay for escorts
are among the changes in Pennsyl
vania State University's escort
system, which recently began dusk-to-dawn
service.
Beginning March 31, a new
mobile escort service picked up
where the walking escorts left off.
Students can call an escort to walk
them across campus until 2 a.m. on
weekdays and 3 a.m. on weekends.
A mobile unit then takes over until
dawn the next morning.
The mobile escort service is
actually a local taxi service working
in cooperation with the college to
provide free transportation for
students within a two-block radius
of campus, said Beth Stokes, co
director of the undergraduate stu
dent government's department of
women's concerns.
After gauging student response to
the taxis, university officials may
consider buying vans solely for the
escort service's use, Stokes said in
a telephone interview last week.
"We have made tremendous ad
vances with the university and the
department of safety."
To increase the escorts' reliability,
the university has also begun to pay
their escorts $4.45 an hour, Stokes

Bush will issue an executive order
covering executive branch employees,
the administration sources said.
The order will include provisions
to give elevated rank to a designated
ethics officer in each department and
will do away with "compartmental
ization" of the various agencies of the
executive branch for purposes of
lobbying after working for the
government.
The current one-year lobbying ban
for executive branch workers would
remain1rarAvould be extended to
cover all agencies rather than just the
one in . which the individual was
employed.
