Approximately 300 permits are still available for the fall but most are reserved for junior transfer students, graduate students and hardship cases, according to Lori Palazzo, cashier in the transportation and parking department. There are still available permits for P lot, located on Airport Road, which with a free bus pass costs $36 for the year. Centrally lo cated parking areas can cost up to $240 and are in limited supply. On Aug. 28, remaining parking permits will be sold to returning stu dents and on Aug. 29, to transfer and new students. Returned student per mits will be redistributed by student government on a waiting list basis. Students should keep in mind that parking fines range in price from $10 for parking improperly to $50 for an unauthorized display of a parking permit. Parking in a parking lot with out a valid permit carries a $20 fine. Repeat offenders, and those who have parked obstructing traffic, fire lanes, or parking areas allocated for specific purposes, are subject to being towed. The department of transportation will make allowances for students who are unloading and moving into dorms in the fall. Students will be permitted to park in temporary unloading zones from Aug. 26-30. Zones A, F, I, K, L, M, S5, S3, T, P and PR will dis play signs reading "No Permit Re quired Today." Students should not park in any area which does not display the sign and should arrange for their regular parking needs by Aug. 31, when en forcement of all parking regulations will begin. "As ath letic fitness and recreation, people in this area are looking to cycling. "Right now, the emphasis is on exercise, with commuting as a plus. The fitness aspect has grown a lot since the 1984 Olympics, which gen erated a lot of publicity for cycling." Ken Punnell, floor supervisor at Performance Bicycle Shop, said the Triangle area is good for cycling. "We have pretty good roads here, but driv ers here are not as aware of cyclers as they are out west," he said. Mike Boone, manager of Pedal Power, said he had seen a lot of rid ers in the two-plus years he has been in business. UNC students and fac ulty use cycling as a means of com muting to campus, he said. Most bike shop employees said they recommended an all-terrain bike for students. "They're safer, more comfortable and very sturdy," Boone said. Prices at Tumbleweed Cyclery range from about $200 up to $2,000, with the more expensive bikes more similar to racing bikes, Hafer said. According to campus police, stu dents should register their bicycles at the police station in the security serv ices building next to Morrison Resi dence Hall, or at any local police or fire station. When the bike is regis tered, a permanent registration num ber is stamped on the bike, and a decal warns that the bike is regis tered with local authorities. As further protection against theft, police advise students to park their bikes in well-lighted locations, and to buy a good lock, locking both wheels as well as the frame of the bike.
