states controlled by opposition parties
but had less effect in the 19 states
governed by Gandhi's Congress
Party, Press Trust of India said.
Several clashes broke out between
government supporters and opposi
tion demonstrators and at least four
people died when a bomb was thrown
at a bus, police said. Police used
batons and tear gas to break up
crowds nationwide, news reports said.
At least 80 people were injured and
103,450 were arrested nationwide,
police said.
Opposition parties had called the
strikes to focus attention on alleged

CAPE TOWN, South Africa
Police arrested more than 200
women, including the wife of
Archbishop Desmond Tutu, during a
protest march in central Cape Town
as part of a nationwide defiance cam
paign. Many of the women, blacks and
whites, sat on the street and chanted
freedom songs before police led or
carried them into vans.
In Pretoria, eight blacks and two
whites were arrested for trying to
desegregate the capital's whites-only
buses, another phase of the defiance
campaign. The two whites were
women who bought bus tickets for
blacks.
Twice this week, shots have been
fired into the homes of organizers of
the Pretoria campaign.
Police stopped the throng of placard-carrying
women in Cape Town
after they emerged from a church hall
to begin a march to the British
Embassy. They intended to ask
Britain to protest the South African
government's handling of student
unrest in the Cape Town area and to
intercede on behalf of three black
activists facing execution for a 1986
killing.

this year, and the strike has been per
ceived as being the start of the oppo
sition's campaign.
The strike closed shops, businesses
and schools and stopped rail and
transport services in the six opposition-government
states. In other
regions, it evoked only a limited
response, although there was a drop
in business activity and attendance at
schools, colleges and offices.
About 2,700 people, including 16
lawmakers, were arrested for sitting
on railroad tracks to block trains in
southern Tamil Nadu state, police
said.
Press Trust said at least 11 people
were killed in clashes involving
police and pro- and anti-government
factions. It said seven deaths were
reported from the northeastern state
of Tripura, which borders
Bangladesh, in fighting between
members of the Congress Party and
the Marxist Communist Party.
Four people were killed in the
arrested included Mary Burton, a
white woman who heads the Black
Sash civil rights group, and Dorothy
Boesak, wife of the Rev. Allan
Boesak, a prominent mixed-race
activist who is president of the World
Alliance of Reformed Churches.
Many of the marchers sat in a
street adjoining a small plaza until
they were led into police vans and
driven away. Scores of onlookers
cheered them. Police said the women
would be charged with participating
in an illegal gathering.
A white activist involved in the
defiance campaign, Willie Hofmeyer,
was admitted to a Cape Town hospital
Wednesday with suspected internal
bleeding, his father said. Hofmeyer
has been on a hunger strike since he
was detained by police last week dur
ing a protest at a branch of First
National Bank, sponsor of an ongoing
tour by an international rugby team
that activists say violates the sports
boycott of South Africa.
The South African Council of
Churches, which supports the defi
ance campaign, announced plans for
an outdoor rally Saturday in Soweto,
the vast black township outside
Johannesburg. The church council's
general secretary, the Rev. Frank
Chikane, said the rally was intended

V.P. Singh, the leader of an opposi
tion coalition trying to unite political
groups against Gandhi, said the strike
was a success. "We are very confi
dent of the future," he said at a news
conference.
Singh's National Front had called
the strike and was supported by the
Marx-ist Communist Party, the
Communist Party of India and the
right-wing Indian People's Party.
Federal Home Minister Buta Singh
claimed the strike failed and that "the
forces that inspired it have been deci
sively defeated." He said that except
in the opposition-ruled states, citizens
rejected the strike call and federal
government organizations nationwide
functioned normally.
In New Delhi, thousands of gov
ernment employees slept in their
offices Tuesday night so they could
report to work on Wednesday. The
government had threatened not to pay
as a forum for blacks to express their
opposition to the white-controlled
government in a peaceful manner.
Outdoor rallies are illegal unless
authorized by the government, and
Chikane said he hoped Saturday's
event would be approved. Tutu and
Boesak are among the scheduled
speakers.
Tuition
UNC Chancellor Paul Hardin said
he did not oppose the amount of the
increase. "The amount of the increase
is not unreasonable, but the late impo
sition of it, so that we've had to double-bill
and rearrange financial pack
ages, is a serious inconvenience to
students and the University."
John Tart, co-chairman of the N.C.
House Appropriations Committee,
said the increase put UNC tuition
closer to tuition at other state institu
tions in the country. "We looked at
what other colleges outside the state
are charging.
"We did consider a 20 percent
increase (in out-of-state tuition)."
Out-of-state tuition is still lower
than at most public schools, Tart said.
"We could have gone up a little more
on out-of-state tuition and still would
have been in line with what other
states are charging."
Hardin agreed. "You (students) still
have a pretty good deal relative to
other universities.

company, AB Bofors, paid $50 mil
lion in kickbacks and bribes to secure
a $1.4 billion contract to supply
artillery guns to the Indian army. The
government denies the charge.
Parliamentary elections must be
called before January.
The strike was a rare show of unity
for the normally fractured opposition.

tion, they would stay in their own

Todd Williams, a junior from Elon,
said the increase would affect his par
ents more than it would him. "But I
think they should have staggered the
increase."
Kristy Mayhue, a junior from
Richmond, Va., said she was con
cerned about the increase. "It does
affect me because I don't want to
have to make my parents pay more."

2 New York teens charged
in connection with murder

NEW YORK Two white
teenagers were indicted Wednesday
on murder charges in the killing of
a black youth last week that has set
off a racial furor in the city.
The indictments were returned in
Brooklyn Criminal Court just one
hour before the scheduled funeral
of Yusef Hawkins, 16. At a wake
Tuesday for Hawkins, mourners
jeered Mayor Edward Koch.
Keith Mondello, 18, and
Pasquale Raucci, 19, of Brooklyn,
were charged with murder, riot,
assault, criminal possession of a
deadly weapon, unlawful imprison
ment and civil rights violations.
Mondello was the alleged leader
of a gang of up to 30 whites, armed
with baseball bats and golf clubs,
that allegedly attacked Hawkins
and three friends Aug. 23 in the
predominantly white Bensonhurst
neighborhood.
""This is nothing more than a
political indictment," charged,
Mondello's lawyer, Stephen
Murphy.
Friends defend teacher
MOULTRIE, Ga. A former
Teacher of the Year was defended
Wednesday by friends who testified
they believe her claim that she
didn't know her husband was grow
ing marijuana in a vine-covered
greenhouse behind their home.
Student leaders also questioned the
out-of-state increase. "If you're going
to raise tuition, you'll make Carolina
a more and more elitist school for
out-of-state students," said Gene
Davis, Student Congress speaker.
Lewis said the increase would
drive away out-of-state students. "It's
still a bargain, et cetera, but it won't
be for long. If that low price means
we get high quality students, then we
lose one of our competitive edges.
"If you combine that (losing stu
dents) and faculty benefits going
down, we'll not only be out of the top
10 but out of the top 25."
The legislature should have acted
earlier to give students and schools
time to prepare, Lewis said. "That
leaves people no time to respond. It's
bad on students. There was no way
for the financial aid office to
respond."
But Tart said the late decision was
unavoidable. "It just takes that long to
make a decision. We don't know how
much money the state's taken in until
the latter part of July."
The legislature did not provide
extra financial aid money for the
UNC-system for this academic year,

the increase would be available. The
biggest inconvenience to the office
will probably be processing addition
al forms submitted by students asking
for more financial aid because of the
increase, she said.
"This could mean as many as 3,000
to 4,000 revisions. It's going to be
very costly to provide students with
additional funds that they will need."
Most requests for more money will
probably come from students already
getting financial aid, she said. Awards
for this year were based on the pro
posed BOG increase. ri
No scholarship sources are avail
able, but students can apply for loans
or increased hours in federal work
study jobs, Morris said. ,
Financial aid to pay for the
increase may not be available until
the middle of October, if then, Morris
said. The process will take a while.
