Classes Khmer Rouge supports U.N. plan for Cambodia From Associated Press reports UNITED NATIONS The Khmer Rouge and its two non-communist guerrilla allies said Wednesday they support a United Nations plan to place Cambodia under U.N. control until a new government can be elected. Vietnam and the government it in stalled in Cambodia have not responded to the proposal made Tuesday by the five permanent members of the U.N. Security Council. Talks on Cambodia resume Friday in New York between U.S. and Vietnamese diplomats. On Tuesday, the five permanent members of the U.N. Security Council the United States, Soviet Union, China, B ritain and France announced a proposal calling for a cease-fire in Cambodia and for the U.N. then to "supervise and control ... if necessary" five key Cambodian ministries. "We have gone as far as we can as the five permanent members," said a U.S. diplomat, who spoke on condition of anonymity. "The question is, can the four Cambodian factions agree?" He referred to the Chinese-backed Khmer Rouge, its U.S.-supported non communist guerrilla allies, and the government that gets aid from Moscow. was still not enough to compete with peer institutions for distinguished pro fessors. "A 6 percent increase is not nearly enough to keep faculty at this Univer sity because the faculty here is underpaid anyway when compared to peer insti tutions," he said. "So it's going to take a much larger pay increase over a much longer period of time. "We expect that more and more members of the faculty in this depart ment will be approached by schools out there. If we don't pay these people well, if we don 't provide a congenial working situation for them, they're likely to leave." Joseph Flora, professor and chairman of the English department, said he was concerned "about getting the new fac ( ulty we need." Flora noted recent bud get problems and said, "The University seems less desirable to people from the outside, and people might leave easier." Gooder suggested that greater fi nancial freedom for the University would solve some of the problems as sociated with budget cuts. "If left to our own devices, we might well have restructured our budget dif ferently than it has been restructured for us by the administrators and state leg islators in Raleigh," he said. Gooder said the faculty was looking for ways to express dissatisfaction with the budget processes in the state and the fact that they haven't adapted as rapidly from page 1A as they should have with the changes hi North Carolina during the 1980s. ; He cited urbanization and the eco nomic benefits the state derives from having nationally recognized institu tions located in the state. ; "For years, every time a major company has located in North Carolina, particularly in the Triangle, they say they located here because of three ex cellent universities located in the area: Duke, Carolina and (N.C.) State' Gooder said. He also said the needs of the Uni versity should be made known to the rest of North Carolina because of the high number of future professors it produces for the state. : "Somebody has got to take on the role of explaining to individual legis lators the uniqueness of the campuses that train the future professors of the state," he said. "The major role is going to have to be played by individual fac ulty in educating individual legislators on what the effects are on a day-to-day basis of the budget cuts." Palmer said he thought there needed to be a collective effort by the faculty, the University administrators and the students in order to ensure the Univer sity receives the attention it deserves'. "At the very top, we need aggressiye and enlightened leadership," Palmer said.
