Pro-democracy demonstrators topple statue of Albanian Communist leader

VIENNA, Austria A jubilant pro
democracy crowd today toppled the
giant bronze statue of Communist
Albania's founder, Enver Hoxha, that
had dominated the heart of the capital of
Tirana.
President Ramiz Alia responded to
the protests in the capital and the port
city of Durres where another Hoxha
statue was felled by announcing he
would form a new government. It was
unclear whether he intended to form a
coalition that would include the opposi
tion. "I have decided to take into my hands
the government and create a new gov
ernment and a new presidential council,"

Alia said in a nationally televised
broadcast.
Witnesses said about 500 police
around the statue at first fired warning
shots to keep about 5,000 demonstrators,
who demanded the resignation of the
Communist leadership, from its base.
Some of the police then began em
bracing demonstrators and allowed them
to move to the concrete base of the 30-foot-high
statute.
The protesters pushed against the
statue for an hour before it fell, said Ben
Ruka, a journalist with the opposition
Democratic Revival newspaper.
Other sources, speaking from the
Albanian capital on the telephone,
confirmed that the statue had been
downed by the sheer weight of the crowd
pressing against it.
No violence was reported.
The crowds had gathered in Tirana to
stage a general strike and join about 700
student and faculty hunger strikers at
Enver Hoxha University who are de
manding Hoxha' s name be dropped
from the university.
Radio Tirana reporter Ilir Ikonomi
said the crowd chanted "Hoxha, Hitler,"
and "Ramiz, you don't know what
hunger is."
They were referring to Alia, Hoxha's
successor who in December scrapped
45 years of Stalinist rule.
Alia promised economic reform and
scheduled free multi-party elections
March 31. .
The pace of economic and political
reform is too slow, however, for many
Albanians frustrated by decades of re
pression and growing poverty.
Ikonomi, in a telephone interview'
from Tirana, said he thought as many as
60,000 people gathered on campus.
Other estimates varied from 20,000 tc;
100,000.
"Some were burning works of Enver
Hoxha," Ikonomi said.
"People are very excited."
A journalist with the official media, K
who spoke on condition of anonymity
said that "in most parts of Tirana workV
is paralyzed" with people obeying aV
strike call from newly established in;
dependent trade union organizations.
The unions gave just one day's notice
of the intent to strike, despite a gov
ernment decree specifying that planned
strikes have to be announced 15 days
beforehand.
United States grants Israel financial assistance

WASHINGTON Secretary of
State James Baker, moving to ease
strains with an old ally, notified Israel
on Wednesday it would receive a $400
million housing loan guarantee.
Baker's telephone call to Foreign
Minister David Levy ended an extended
diplomatic exchange with Jerusalem
over how the funds would be spent.
It also was the first direct move by
the Bush administration to provide
special financial assistance to Israel
since the Persian Gulf War erupted,
imposing further burdens on Israel's
already hard-pressed economy.
Israeli Ambassador Zalman Shoval
had complained last week that the Bush
administration was giving his govern
ment a "run-around" over the housing
guarantees. Shoval said Israel "had not
received 1 cent in aid" from the U.S.-led
coalition to compensate Israel for Iraqi
Scud missile attacks.
Three dozen missiles have struck
Israel without Israel retaliating. Presi
dent Bush and Baker commended Israel
for its restraint.
Baker also has designated Israel a
"front-line state" and Margaret Tutwiler,
the State Department spokeswoman,
said last week the 12-nation European
Community and unidentified other
governments had been asked to assist
Israel's economy.
Asked this week if the United States
had provided any direct financial help
to Israel, she said no request had been
registered by Jerusalem'.
Baker had held off approving the
housing loan guarantee while State
Department officials sought evidence
from Jerusalem that none of the funds
would be used to settle Soviet Jews on
the West Bank or in Gaza.
Palestinian Arabs make up most of
the population of the territories and the
B ush administration hopes Israel can be
persuaded to give up the land as part of
a peace agreement.
Israeli foreign ministry officials
complained they had been asked to pro- :
vide details on roads, sewage and other
projects that predated last year's ap- f
proval in principle of the guarantees.
Shoval's complaint touched off an
unusual public reaction from the ad
ministration. Baker summoned thej
ambassador to the State Department
Thursday night to rebuke him for his.
remarks. And the White House on Fri-.
day called Shoval's statements to the
