Dr. Mendelsohn was not a Supreme Representative to this session of the Supreme Council, but as lie is one of the charter, members of Cornelius Harnett Council which is the mother council of Royal Arcanum in tha State of Nortb Carolina, which was organized January J879, and being thoroughly interested in fraternal life insurance, Dr. Mendelsohn had pre pared a most interesting paper re lative to rates on fraternal life in surance. This paper had been view ed by Dr. Rufus L. Allen Grand Re gent of North Carolina, and Dr. J. Arch Will iaVn, Supreme Vice-Regent, A, S. Robinson, Supreme Treasurer 1 Ed ward Becker, of New York, and Ar thur B. Eaton, of Philadelphia, to 1 confer with prominent fraternal ac-j tuaries who had made a special ! study of the conditions that confront- ed the Royal Arcanum, to further ad- j vise the law-making body of the or- j der as to the safest and cheapest j rates that would establish the order , on a perpetual, safe and sound basis, ; and thus give the Royal Arcanum; 100 per cent, solvency. I Dr. Mendelsohn s review of tne original rates proposed by the Sup reme Council showed that the oldest members of the order practically paid the cost of their insurance, and therefore argued that the old men's rates should not be raised. The ac tuaries, however, dissented from his view, and the Supreme Council adopt ed the proposition of the actuaries. In this Dr. Mendelsohn was rather j j disappointed, - yet he nevertheless 'justifies the action of the Supreme J Council and is determined to stand i by the result of the adjourned ses- j 3ion. Dr. Mendelsohn states that the new rates are not as high as has been re- j ported in same of the newspefjer j correspondence; that the increase in j rates to the present members instead of being 300 per cent, will average only about 21 per cent. The members who are on the regular rate will be reassessed at their present age, but those members who are on Option A will be assessed at, their age at entry, thus making a comparatively slight increase in their present assessments. He further states that the increase in rates to the older members is off set by an increase in benefits. Not only do the new rates render the or der financially stronger and the pro tection safer, but it enables the Roy al . Arcanum, without additional charge, to give its membership both withdrawal and permanent disability benefits. , , The new rates provide that when a member reaches the age of 70 years or becomes disabled permantly, he can if he so desires, draw from the Royal Arcanum a minimum amount of $250. for each $1,000 of protection. Supplementary to the interesting statements made by Dr. Mendelsohn, jMrf K. E. Bonitz, Grand Secretary of North Carolina, submitted the fol lowing figures as to what the Royal Arcanum has beeir to this State fin ancially; x Since the ' organization of the Roy al Arcanum in North Carolina, $2, 600,000. have been paid to the bene ficiaries of deceased' members of this order, and during the same time only ( Continued' on page six.)
