Brown asked the people to vote against in the election last Tuesday, was never passed by the Legislature and there fore was not submitted to the people in that election. Such an amendment passed the Senate in 1915 and was read thre times in the house, but in the con fusion surrounding the sine adjourn ment, which was forced by the pro hibitionists in order to necessitate an extra session, it never reached a vote in that body. It will, however, be reintroduced in the Legislature at the 1917 term,-in the opinion of members of the House and Senate, ax will be one of the most important questions of the term. It will raise again the is sue of the proposed sale of the West ern & Atlantic Railroad, and on this issue the two leading members of the House, who are candidates for speaker, will sharply divide.
