STATE LEADERS HERE Plans were laid for the part Wil taington. and the district in which she 3 embraced, including several East Carolina counties, is scheduled to plav in the intensive campaign to be conducted during the week beginning fune 22,, with the object of putting every individual township and city ward 4over the top," in the war sav ings campaign, at the Tuesday con ference of county chairmen and war savings stamps workers, held at the chamber of commerce at 11 o'clock, and addressed by Judge Gilbert T. Stephenson, J. K. Norfleet and John Ii. Gilmer, all of Winston-Salem, here as representatives of Colonel F. H. Fries, state director of the war sav lings campaign, the latter being unable to attend because of illness. The intensive campaign proposed was elaborately outlined by the vis itors, and includes mass meetings and meetings in the various country schoolhouses. East Carolina as well as the remainder of the state has not come up to full expectation in the , sale of war savings stamps and every energy must be exerted in .. the effort to put the state over, Is the opinion of the manager. Headqoar ters officials want the qoota of every township and evfieey ward in the "state subscribed by midnight of June 28, the concluding day of the inten sive campaign. The week will be set aside by proc lamation. There will be a proclama tion by President Wilson, by the gov ernor of the state and by the mayors of the various towns and municipali ties and the ihairman of every county committee will be instructed to form a new committee from the ranks of workti'S already enlisted to handle the proposed campaign. Speakers of state reputation will be furnished, if request is made upon headquarters, and every help will be lent local com mittees by state officer; The advertising campaign planned is unique. The object is to have the afternoon papers of the state carry nothing but reading matter and war savings stamp advertisements on Saturday afternoon, June 22. and the morning papers repeat on the morn ing following, Sunday, June 23. Com mittees will wait on merchants and other advertisers and urge them to give their space for advertising war stamps on those two days. Everyone in the community will be rated before the intensive campaign is launched and will be expected to Invest at least that much in stamps. Canvassers, however, in no event are to allow persons on whom they call to know the amount at wnich they have been rated, as muuch money might be lost in this manner. In other words,, if an individual is able to invest $500 in stamps and is only listed for $200 and" finds this out he might not feel likp buying all the stamps he can com ntly carry. London, May 14. The speech on Sunday in which George Nicoll Barnes, labor member of the war cab inet, advocated a federal scheme of home rule for the United Kingdom has attracted much attention in polit ical quarters here and In Ireland. The lobbyists at Westminster say the utterance was a "trial balloon" to test the country's opinion and. declare that although the, government has not decided definitely on , a federal scheme Individual members of the cabinet, including Lloyd-Qeorge, are inclining more and more to such a solution of the Irish problem. Thsy believe the . scheme affords the only chance of winning Ulster . to home rule. Some of the cabinet members be lieve also that there is a greater dis position in parliament and the coun try than ever before towards a federal scheme. The Dally News credits the minis ters with the opinion that it is the best policy . to frame an Irish home rule bill which will be general in structure and which could be fitted Into a subsequent act establishing similar federal parliaments in Eng Onlons (2 bushels) $4.25 The suggestion, however, is reject ed absolutely in Ireland, according to dispatches from Dublin, where, it is said, Mr. Barnes' speech was received with angry contempt. It is declared that if the Irish parliamentary party accepts such a scheme it will be re pudiated utterly by the Irish people. There is, however, not the slightest probability of the Irish members of parliament giving the least attention to such a proposal. On the other hand, it is said the northern unionists will accept such a solution if Ulster is treated as a sep arate state under it. COMMITTEE NAMED TO PROBE MATTER FULLY Messrs. J. G. McCormick, E. T. Tay lor and J. W. Yates were appointed a special committee to thoroughly investigate the petition of the Tide water Power Company -to increase its city and suburban trolley fares and gas rates, at a meeting of the execu tive committee of the chamber of commerce held yesterday. A report will be made by the special commit tee to the executive committee later. City council will consider the peti tion of the traction company .tomor row. LITHUANIA MUST HELP PAY GERMAN BURDEN Amsterdam, May 14. Emperor William has issued a proclamation ; concerning Lithuania, in which he says it is assumed Lithuania ' will participate in the war burdens of Germany. In the proclamation the "independ ence" of Lithuania, allied with the German empire is recognized. "We assume that the conventions to be concluded," the proclamation says further, "will take the interests o fttie German empire into account equally with those of Lithuania and that Lithuania will anticipate in the war burdens of Germany, which se cured her liberation."
