Washington, May 16. There has
been a persistent rumor among offi
cials here that the railroads are de
clining to accept for shipment Irish
potatoes in barrels in eastern. North
Carolina, which, if true, assumes ; a
very serious aspect
1 have received numerous letters
from potato growers in eastern North
Carolina, referring to - ajrumor 4hat
the railroads would" not - accept ' for
shipment during this potato season
Irish potatoes in barrels such as have
heretofore been in' use," said Repre
sentative Small, when he was asked
about the report. "I wrote to the
traffic departments of the Atlantic
Coast Line railroad and the Norfolk
Southern railroad -Inquiring if there
was any foundation for such rumor.
This is a very serious matter for the
growers of Irish potatoes. . The bar
rel manufacturers have made their
barrels for this season, and most of
the farmers have purchased their sup
ply. Any change at this time would
be disastrous and reduce shipments,
I have just received a letter from
James Menzies, freight traffic man
ager of the Atlantic Coast Line rail
road, in which he states that instruc
tions have been given to discontinue
after August 1, 1918, the accence
for transportation of potatoes shipped
in the so-called basket barrel, which
he describes as a barrel in which the
staves are made of thin veneer mate
rial. He further states that the expe
rience of the railroads in the transpor
tation of heavy vegetables such as
potatoes in a barrel of this kind has
been' very unsatisfactdry. They have
not been found sufficiently strong to
withstand the necessary handling In
volved in transportation upon thiii
railroads. Mr. Menzies directs atteif-!
tlon to the fact that thiteweguiatlon
does not become effectiye until Au
gust -.1.-1918. bv which time the move
ment of potatoes for this season Will
have been complete. This is obvi
ously a evry important matter and
should have the attention of barre
manufacturers and truck growers.

The Frankfurter Zeitung, approving
the new Austro-German alliance, which
it says is an. absolute necessity to the
German peoiye,: admits that a large
nart of the Slavs in Austria, especial
ly the Czech-Slovenes, will oppose it;

win the Poles by the Austrian solution
