Gen. Benjamin D. Foulois, U. S. A., who has become chief of the American air service in France, is probably better acquainted with the practical side of military aviation than any other o..cer of the United States Army. Long before the war in Europe opened he had become an experienced aviator and was actively promoting aviation in the army. Gen. Foulois is a native of . Conecticut and is in his 40th year. He is not a West ointer, out came int othe army as a private in the first regiment of engineers at the time of the war with Spain. After ?everal years in the hillipines he re timed to the United States, studied at the Army Signal School, and then was detailed, to the signal corps. For the second time within two weeks T Arson a interested in the heavenly bodies are to De given an opportunity tonight to witness the astronomical phenom enon which is commonly termed an eclipse. This time it is the moon which will hide her face for a brief period. The eclipse will be eeneraliv visible in the west part of North and bouth America, throughout the Pacific ocean and Australia.
