The general belief here is that the next four years constituting Mr. Roosevelt’s sec- I end term, will not be so filled with spectacular experiments in govern ment as the period just passed. Despite the sweeping victory of the Democrats, it is the belief here that Republican opposition in Con gress will ‘be much better organized and led than in the past two Con gresses, and that there will be a swing toward the conservative side in the Democratic Congressional leadership. An interesting phase of the Con gressional situation is the rise to prominence in the Democratic Party councils of the Texas group. Vice-President Garner is the leader of this bloc, which is rfiore power ful than most people reaUze. Seven other Texans in the Lower House, including 1-J.epresentatives Rayburn, I Connolly, Sumners, Marvin Jones, 1 Buchanan, Lanham, and Patman, wield among them a powerful in fluence. They have a close tie with the Administration through another Texan, Jesse Jones, Chairman of the Reconstruction Finance Cor poration, who in many respects is the most powerful figure in the ex ecutive department. Texas has six committee chairmen in the House. On the Republican side the stage is set for an active and aggressive opposition, looking forward to the Congressional elections of 1938 and the Presidential election of 1940. The foremost Republican leaders are Representatives Snell, Wad.sworth, Hollister, Bolton, Martin and Tread way. In the Senate, Senator Mc- Nary will continue to be the nom inal leader by virtue of seniority, but as he is regarded by his asso ciates as being distinctly pro-Roose- velt, the actual leadership will^ fall to Senator Vandenberg of Michi gan who seized the reins last Win ter and led the only effective op position which has developed m the past y/2 years. • All the indications, therefore, point to serious and intense poli tical activity on Capitol Hill the next two years. If Mr. Ickes wants to retain his job as head of the Department of the Interior he can do it. Mr. Ickes has built up a powerful political machine of his own and it would be politically in expedient for the President to try to replace him if he wants to stay. It is the general belief that very much less will be heard about Tug- well, Frankfurtter, Jerome Frank and other members of the ‘‘brain 1 trust” during this second Roose velt administration. Washington has it that the man closest to the President now is Donald Richburg, former head of NRA, and that he is likely to re ceive an important Cabinet portfolio.
