Its Time Now To Increase
Farm Efficiency With Loan
This is the time of year when
Macon County farm families plan
the steps they need to take to
increase the efficiency of their
farming operations during the
coming farm season, reports R.

ministration county supervisor.
Approximately 55 farm fai&ilies
In the county are operating their
farms with loans obtained through
the Farmers Home Administra
tion.
The agency advances operating
credit primarily to help eligible
farm families make Improved use
of their land and labor resources
on family-type farms and make
needed changes in their farming
systems. Most of the changes call
for adopting better farming prac
tices and improving the efficiency
of their farming operations. The
loans help farmers pay for equip
ment, livestock, feed, seed, fertiliz
er, and other farm and home op
erating needs including refinanc
ing chattel debts. Operating loans
run from 1 to 7 years at 5 per
cent interest. The average operat
ing loan in Macon County is ap
proximately $1,550.
Mr. Hemphill said the bulk of
the operating loan money in this
area is being used for equipment
and livestock. Many of the changes
in farming systems are resulting
in better dairy herds, more de
pendable pasture, and Improved
crops.
Before an operating loan for
adjustment purposes is closed, the
applicant and the county super
visor agree on the proposed long
time improvement. At the begin
ning of each farming year while
the loan is being repaid, the fam
ily with Mr. Hemphill's help makes
annual plans for the best use of
the farm income and to determine
additional credit needs. A year
end rev law of the past year's suc
cesses and mistakes guides the
family and the county supervisor
when they get together to plan
for the year coming up.
Mr. Hemphill said he can make
operating loans only to families
who have or can acquire land and
labor resources needed to help
them improve their farming, and
who are not presently able to turn
to private or cooperative lenders
for adequate financing of the type
they require. All borrowers gradu
ate to conventional credit as soon
as they can.

Officials Say
RALEIGH ? The first two weeks'
experience under North Carolina's
new automobile liability insurance
law indicate that car owners gen
erally understand it. Motor Ve
hicles Department officials said
this week.
Another Indication is that many
are not yet ready to buy both
their license plate and the liabil
ity insurance they must have in
order to get their tags.
Officials estimate there are still
some 200,000 uninsured owners,
although deadline for new tags
comes February 15.
In pther words, the sale of 1958
license plates is proceeding
smoothly, but slowly when com
pared to last year, according to
Miss Poy Ingram, director of the
agency's registration division.
During the first two weeks there
were some indication that the
automobile owning public is more
familiar with the liability insur
ance law than with the other new
law which requires an additional
payment of $1 on each license
plate, the proceeds to be used for
the driver education of teen agers
in high school.
During the first week of the
tag sale 162 of the thousands of
applications received by mail were
returned for the lack of an "PS-1"
certificate of insurance. But dur
ing the same period 497 mailed
applications were returned unfill
ed because car owners had not

to save being penalized.

FARM CENSUS NOTE

Each farm owner shall prepare a list of the acreage of each crop grown, including
tenths of acres of truck. The list should show the total acres cultivated by the owner,
also the acres cultivated by all tenants on each separately recognized farm, the acres
in improved pasture, woodland, idle and other lands. He shall be prepared to report
the number of hogs sold or slaughtered during past 12 months and tons of fertilizer
to be used during this crop year. This information is kept confidential and has no
relation to taxes. Its purpose is for agricultural education, economic analysis and safer
guidance of county agents and farmers generally.
