Death of Ur. James M. Parrott,
State health officer, at ihe age of
60 years, after about four years as
head of the health department, re
moves from active service of the
State four important officials in as
many months. In addition to Dr. Par
rott, they are John D. Waldrop, State
highway engineer; E. B. Jefficss,
chairman of the State Highway and
Public Works Commission; and Dr.
A. T. Allen, State Superintendent of
Public Instruction.
The death of Dr. Parrott was not
unexpected, although he had rallied
from previous heart attacks and was
thought to be recovering from an
attack about two weeks ago. He was
named health officer and secretary
of the State Board of Health to suc
ceed the late Dr. C. O’H. Laughing-
house, after an interval in which Dr.
G. M. Cooper was acting health of
ficer. Funeral was held at Kinston
last Friday.
Mr. Waldrop was killed in an au
tomobile accident some four months
ago. His place was never tilled, al
though W'. Vance Baise, his a.ssist-
ant, became acting engineer because
Mr. Jeffress, then on a vacation trip
to Chicago, was stricken in Greens
boro, his home, before returning to
Raleigh. He has been in a sanous
condition since that time. Dr. Allen
died following a kidney stone opera
tion about four weeks ago. Clyde R.
Erwin, of Ri,itherfordton, was named
by Governor Ehringhaus to succeed
him. The vacancy caused by Dr. Par-
rott’.s death will be filled by election
by the State Board of Health, ap
proved by Governor Ehringhaus.
Governor Ehringhaus isriued a
statement on the death of Dr. I’ar-
rott, as follows; “The State ha.s lost
one of its most capable and success
ful .servants. In his personal and pro
fessional character he was conspic
uously outstanding. He achieved not
only prominence of position, but a
univer.say recognition of exceptional
capacity and high sense of public
service. In intellect, character and
accomplishment he stood always in
the front rank, and under his wise
and inspiring leadership his depart
ment ha,s both merited and w’on the
gratitvide of the State and the recog
nition of the Nation. ”
The New General Assembly
The 1935 Gene'-al Assembly of
North Carolina will be composed of
48 Democrats and two Republicans
in the Senate, and 107 Democrats,
one independent Democrat and 12
Republicans in the House of Repre
sentatives, a complete compilation of
the returns from the November 6
election shows, unofficially and sub
ject ir. one or two instances to State
Board of Election reviews.
The Republicans have Senators
from the same two districts they had
in the 1933 assembly, the 2-lth, repre
sented by Joe Williams, Yadkinville,
and the 30th, represented by J. P.
Qibbs, Burnsville. The Republicans
gained a net of four seats in the
Hou.se, recovering six and losing two,
for the 12 next time.
The independent Democrat elected
to the House is E. B. Cloud, of Polk,
who served several terms as the
Democratic representative of that
county. He was declared the nomi
nee by the county board of elections
after the June primary, but on com
plaint, the State Board of Elections
checked, threw out numbers of ab
sentee ballots and declared his op
ponent, Carroll Rogers, the nominee.
Mr. Cloud’s name went on the Repub
lican ticket and he defeated the Dem
ocratic nominee
The two counties won Back by the
Democrats are Montgomery and
Clay. The seven they lost are Ca
tawba, Cherokee, Lincoln, Randolph,
Rutherfofd, Sampsom, and Palk, the
latter to an independent Democrat.
The six counties sending Republi
cans two years ago and which will
have them again next time are Avery,
Davie, Madison, Mitchell, Wilkes and
Yadkin. All are normally Republican
counties, even though some of them
went Democratic in 1933 and other
in 1931, and a few have been in the
Democratic columii occasionally be
fore.
Two years ago the Republican rep
resentation of two Senators and eight
Representatives was considered an
“irreducable minimum,” several us
ually Republican counties having
gone Democratic in the Roosevelt
coup. Democrats tried to hold them,
but with little hope. However, the
Democrats will have a very strong
working majority, and considerably
more than in 1928, when about one-
fourth of the 170 members of both
houses of the General Assembly were
Republicans.

Employment conditions in North
Carolina showed a remarkable im
provement in October over those ot
September, the report of Capus M.
Waynick, State director of the fed
eral reemployment service, shows.
In October jobs were found tor
9,329 persons, as compared with 5,-
858 in September, while the balance
of those actively seeking , work de
creased 83.363 in September to 78.-
995 in October. The records sjkow
that there were 5.890 registrations in
I October and 5,467 in September; 2.-
; 656 re-registrations in October and
I 2,529 in September; 9,719 renewals in
j October and 8,254 in September; and
' 13,667 registrations were cancelled in
I October of those no longer actively
. seeking work, and 11,025 in Sep-
I tember. Jobs were found for 1,065
I World War veterans in October, as
I compared with 737 in September,
I while only 4,652 were on the active
! list in October, as compared with 5,-
! 262 actively seeking work in Sep-
I tember.

Moore county has been allotted ap
proximately 20,000 pounds of gin
certifi(L.'ates which will not be needed
for ginning cotton in this county this
year, W. G. Poole, assistant in cot
ton adjustment announces. Moore
county is one of the few counties of
the state which will have an excess
of ftin certificates, there not being
over five counties which have been
so favored.
Those who have surplus certificates
can use them in the following man
ner:
(1) He may hold them over for
his personal u.se in 1935, in event that
it is in effect at that time.
(2) He may s ell them to another
cotton producer in the same county
and have iiiem Iran.sferred to the
producer needing them.
(3) He may surrender them to
the Assistant in Cotton Adjustment
for sale through the National Pool.
Up to this date very few cerLifi-
cates have been surrendered for sale
through the National Pool and un
less they are sent to Washington be
fore November 24th they will not be
accepted. It is feared that the pro
ducers holding these certificates will
hold them trying to make a local
sale and let the time of sending them
to the National Pool expire, in which
case they will not be able to make
any sale at all except to a local
buyer.
The operation of the National
Pool is briefly as follows.:
All producers having a surplus ot
certificates surrender them to the
National Pool. The National Pool then
places them for sale in the counties
which do not have enough certifi
cates. At a date to be set later the
Pool will be closed and all producers
will receive pay at the rate of 4c
per pourid for the percentage of Pool
sold .The remainder of the certifi
cates will be returned t othe producer.
The cost of operation will be deduct
ed before the Pool is divided.

I There seems to be some misunder-
i standing in regard to the tobacco
i allotment cards issued from this of
fice for the .sale (if tobacco. It is not
I necessary that we have these right
away, but .vhen all sales of tobacco
; are completed these must be return-
i ed to the office here and will go in
I as part of the producer's sales rec-
; ord. Please see that these cards are
not lost or destroyed. All warrants
which we have on record here must be
checked against these sales cards
and must correspond. We do not care
anything about the sale bills as the
tax-payment warrant carries all the
information which we would get from
the sales bills.
The question of parity payments
does not seem to be clear in the
minds of some. The contract speci
fies that parity payments will be
made on all tobacco sold, regardless
of the price, up to and including
twenty-one cents. If you have receiv
ed a thirty cent average for your en
tire crop you will still be due your
parity payment just the same. All
those who have kept their sales within
the 70 percent class, which you will
find on the contract, will receive
121-2 percent on the sales of all to
bacco. If you have sold 80 percent,
which basis the cards are made out
on, you will receive 8 percent parity
on all tobacco sold.
Contracts will stand for next year
as they are, with possibly a small
increase. Non-signers will be given
a chance to make application for an
allotment in December. This is all the
information we have as to what non
signers will be able to donext year.
