THE RENT ■QUESTION Rents in Southern Pines must be kept within bounds. The alter native will be the ruling “out of bounds” by the Army those houses or apartments for which their owners ask too high a price. The Pilot understands this has already been done in one or two cases. The Army seeks only fair play. It must be met half way if we are to retain here the fine officers and their families who have come in as welcome neigh bors. Increased rents are expect ed, and justified, up to a limit. Property ow’ners here have been underpaid for their houses, cot tages and apartments for many years. Suddenly the demand ex ceeds the supply, and as in all things, prices go up. If they do not reach the point which might come tinder the head of profi teering do not go beyond the rate i which an officer can fairly pay, we shall continue to have our new neighbors. Otherwise, au thorities at Fort Bragg will call a halt. A LETTER TO SENATOR BAILEY In reply to telegrams sent him urging further aid to Britain even at the risk of war, United States Senator Bailey wrote lo cal residents that his inclination was “to depend in matters of strategy upon the advices of the Chiefs of Staff of the Army and Navy and the Comniander- in-Chief.” “We are not at v.-ar,” he said, “but we are in a state of most urgent prepaiation of our defense against armed force. 1 i stand ready to support and amj supporting the duly constituted' authorities in the interest of ^ national unity and the common defense. For me to advocate one : course or oppo.>4e another would i be to divide council at a time when unity is indispensable. ’ , One i esident oi Southern' Pines does not wholly agree with I'he distinguished Senator ■ in the matter and has written! him a thoughtful letter which j The Pilot is privileged to pub lish. He says: First, I believe firmly that those in Washington to whom has been delegated the responsibility of de termining and carrying out our ma jor policies should be governed in their decisions by their own judg ment, aided by the special sources of information available to them. They must not follow the shifting waves of public opinion, but must maintain their course unchanged by these frequent and fickle whims of thiir constituents, and rely for their vindication at the polls upon their consistent recoid of positive leadership. I am happy to be able to applaud your own record In this respect, but I am deeply concerned to feel that the ultH-r^ate Head-of-State and Commander-in-Chief of our armed forces is at this critical period trag ically failing to rally the country be hind the policy of more rapid and more vigorous aid to Britain in w'hich he, himself, apparently be lieves. tJnder these circumstanccs, it is of especial impoVtance that the positive leadership and political cour age strangely lacking in the Presi dent at this time should be all the more displayed upon the floor and in the committee roonns of the Sen ate. It is certainly true that the judg- men of competent professional sol diers and sailors must be relied upon in military and naval matters. I think, however, it would be unwise for even (’ivillans to put their trust blindly, as Fiance did in Gamelin, in an organ- ’zatlon whose failure even to prepare proper plans for its own expansion is apparent to all. An army and navy must be responsible for tactics and From the standpoint of civic or- Enizations, Southern Pines oould not have a more representative governing body than that just elected to office. Of the Mayor and Board of Commis sioners. the representation on ihe i?oaid is as follows: Chamber of Commerce, two, Stev ens and Betterley; Junior Chamber of Commerce, two, Tarlton and Gran tham : Kiwanis Club, two, Stevens and larlton; Rotary Club, two, Matthews and Grarttham; Ameiican Legi;^., two, O'Callaghan and Betterley. thoi ized and empowered to solem-' nizp & celebrate the rights of matri mony between Joseph H. Twelve grades of school is all right, I but we're glad they didn't have ’em I in our day. | A. M. Cameron handed a foldea half-sheet of stationery to The Pi lot's Vass correspondent Tuesday morning, and upon opening the slightly age-yellowed paper, she was astounded to find that it was the marriage license issued to her ma- ernal grandparents 91 years ago. Mr. Cameron had found it among papers which belonged to his grand father. .Vilen J. Cameron, who, ac cording to information gained from Mrs. Sue Bynum Cameron, officiat ed at the Wedding. Mr.s. Cameron is the oldest living daughter of the couple. The paper is worded as follows; "North Carolina (.Cumberland County To any Justice of the Peace in and for Cumberland County or any Min ister of the Gospel having the care of S’OUlS Ymi or any of you are hereby au- L* strategy, but certain elements of grand strategy, including the all-im portant question of the purpose for which they are to be prepared, are the iil*imate responsibility of the gov ernment. It would be ridiculous to advocate a policy contrary to sound technical advice, but in matters such as the above the armed forces must take their lead primarily from the Con gress and secondarily from the Execu tive, carrying out the Congressional mandate. When competent technical opinion is divided, the political lead ers of the nation must show the way. A country tends to become more and more united under strong lead ership, but for a democracy to exer cise its customarily beneficial but in- jfficient prerogative of vacillation in the face of war is fatal. It is with the above in mind that I take the liberty of communicating with you once mpre to urj;e your most active support of immediate and more vigorous aid to our vital miU- tary outpost.
