Section 50. Basement or cellar drains, (a) All basement, area, or cellar drains shall be approved cast iron painted, combined floor drain, double wall, not less than four (4) inch deep seal trap and brass cleanout; trap outlet to be not less than three (3) inch spigot. Any additional basement, area, or cellar drain may be with a two- inch spigot outlet. Inlet of drain must be in full view at all times and set for free drainage of the floor. (b) All flush fixtures installed below the level of the sewer shall discharge into a sump or receiving tank made gas and water tight and ventilated by extending a THE PILOT—Southern Pines. Where other fixtures other than water closets are in stalled, the vent pipe must be the same size as the waste pipe. Section 51. Water supply pipes and range boilers, (a) The mini mum size of water service pipe from the water main to the build ing shall be %” and must extend I full size to each bathroom and range boiler with branches to J- fixtures. (c) On the inside of each build ing there shall be placed on the water supply line a stop and waste valve, or gate valve equipped with drain. Valve to be same size as pipe line to which they are attach ed. All valves and stop cocks must « be placed in a convenient location and accessible for repairs. In buildings that are subject to freez ing, approved stop and waste cocks with key rod may be used. A full-bore cock must be placed at property line. All range boil ers or hot water tanks shall be of extra heavy materials and must have a separate control on the cold water supply line. Section 52. Pipe and fittings. ■ 4; All water supply pipes for plumb ing system shall be of lead, gal vanized wrought iron, steel, brass or copper, with suitable fittings. No pipe or fittings that have been used for other purposes shall be used for distributing water. In drainage and water piping, slip joints may be used only on the in let side of the trap or in the trap seal, and on the exposed fixture supply. Section 53. Relief valves. There shall be insteilled on all range boil ers and hot water tanks a relief valve constructed of heat resisting non-corrosive metal and shall be a combination pressure and tem perature valve. Valve shall have an adjustable lever with three- quarter inch inlet and one-half inch outlet. All relief valves must be approved by the Plumbing In- ^ spector. Section 54. Diversion from or dinance of plumbing. All matters pertaining to the installation not covered in this ordinance, or any slight diversion from this ordi- ' nance which is in accordance with or an improvement in the sanitary condition, shall be left to the dis cretion of the Plumbing Inspector. Section 55. Appeal. Should any controversy arise regarding any plumbing work or interpretation of this ordinance, or any order or instruction issued by the Plumb ing Inspector, the person aggriev ed may appeal from the Plumbing Inspector’s decision to the City Manager; he shall be privileged to do so by filing a notice of appeal, in writing, with the City Manager within 48 hours after he has no tice of the Plumbing Inspector’s , decision; the City Manager’s de- • cision upon such appeal shall be final. Section 56. Sewer connections outside of town limits. That aU persons living outside of the limits of the Town of Southern Pines shall be permitted to make con nections with the sanitary sewer lines of the Town of Southern Pines only as provided herein. Sub-Section 1. The permission to connect with, will be condition ed upon the premises being sup- tion window and water service will not be turned on until the certificate from the Plumbing In spector is received that the plumb ing has been properly installed. Sub-Section 3. The town re serves the right to change the rate or to refuse to give service where conditions herein mentioned are not met or where conditions are such as to make such service im practical. Sub-Section 4, Nothing in this ordinance shall be construed to obligate the Town to purchase any sewer lines that may be con structed outside the Town limits. Section 57. Defective Plumbing and maintenance. Wherever there is reason to believe that the plumbing system of any building or residence has become defective, it shall be subjected to test or in spection and any defects found shall be corrected as required by the Plumbing Inspector. The plumbing and sewer system of any premises under the jurisdic tion of the Plumbing Inspector, shall be maintained in a sanitary and safe operating condition by the owner or his agent. ARTICLE II SEPTIC TANKS Section 58. Permits. It shall be unlawful for any person, firm or corporation to install or build any septic temk, cesspool or other type of disposal plant at any residence, store house, factory or other place within the Town of Southern Pines without first obtaining a permit ffbm the Plumbing Inspec tor. It is further provided that before such permit is issued appli cant shall first have secured from the Town or County Health De partment a certificate of approval of the location of such tank or tanks. It shall be unlawful for any plumber or other person to install any plumbing fixture of any na ture in any residence, store house, factory or other building in an un sewered area within the Town of Southern Pines, unless written permission be obtained from the Plumbing Inspector. Permits for the installation of kitchen sinks, lavatories, commodes and bath tubs that are to be installed in buildings in unsewered areas shall in no case be granted, unless it is clearly shown that the discharge from same is handled in a manner so as not to cause a nuisance, or calculated to be or become offen sive or annoying to the neighbor ing citizens, or in any manner jeopardize the health or comfort of the community in which the in stallation is made. Section 59. (a) Kind, capacity, and requirements. Installation of all septic tanks in the Town of Southern Pines shall be of steel, concrete or brick material, water proof, and shall have a capacity of not less than 100 gallons per persons occupying the premises using septic tank; provided, how ever, that no septic tank shall be constructed or built of a capacity less than 400 gallons. The mini mum requirements for drainage shall be, for a 400 gallon capacity tank, not less than 100 feet of four-inch (4-inch) drain tile, same to be laid in a ditch not less than eighteen (18) inches wide and twenty-four (24) inches deep and shall have not less than twelve (12) inches of some porous mate rial around tile. The pit for such tank shall not be less than three (3) feet wide, six (6) feet long and eight (8) feet deep, and shall be filled with cinders or some other porous material, to within eigh teen (18) inches of the top of the ground. (b) The requirements set forth in sub-section (a) of this section are minimum requirements and in case where the number of persons and the condition of the soil where tank and drain tile is lo cated may demand more drain tile than set forth and in such case the Plumbing Inspector shall deter mine any additional requirements than those set forth in this section. ARTICLE III STEAM HEAT Section 60. State license re quired. (a) On and after the pas sage of this ordinanee any person, firm or corporation who wishes to engage in heating contracting within the limits of the Town of Southern Pines must first exhibit to the Plumbing Inspector his state license authorizing him to perform such work. (b) No person other than a Mas ter Steam Fitter or his representa tive, or Registered Journeyman Steam Fitter employed by a Mas ter Steam Fitter shall . make or cause to be made any instfJlation of steam, vapor or hot water heat ing system or replace or change any part thereof or pipe connected thereto without first securing a permit from the Heating Inspec tor with approval of the City Manager to do so, and it shall be the duty of the Plumbing Inspec tor to keep suitable records of aU permits issued. (c) Applications for heating permits shall be made on or be fore date work is begun, and on a prescribed form, and shall state the correct ^ot, block, or street number where work is to be per formed, the name of the fitter in charge of the work and the owner of the property together with a readable drawing of the work, in dicating the kind of system and the pipe, radiator and boiler sizes with the manufacturer’s nam*e and guaranteed rating of the boiler sizes with the manufacturer’s name and guaranteed rating of the boiler and radiators. If the appli cant and the drawing are approv ed by the Inspector, a permit shall be issued. (d) Changes after permit is is sued. If after securing a permit, it is desired to alter or deviate in any manner from the terms of the application and drawing sub mitted at the time of securing the permit, notice of such intentions shall be given to the Inspector and ’a correct drawing furnished be fore inspection is made. (e) The permit may be revoked by the Inspector for any material departure from the approved ap plication and plans or in case any false statement or representation was made in securing the permit (f) A fee of One Dollar ($1.00) per radiator opening shall be charged and paid to the Town of Southern Pines on or before the 10th of the month following the inspection. The minimum inspec tion lee shall not be less than One ($1.00) Dollar on all work; it is further provided that aU replace ments of boilers or boiler sections of any type; or, change of radiator or pipe connected thereto must be reported to the Plumbing Inspec tor and a fee of One ($1.00) Dol lar paid for each replacement of boiler sections, radiator, or radia tors. Section 61. (a) Boiler founda lions of brick, cement, or other like incombustible material must be provided lor all boilers not having a water compartment un derneath the ash pit. The said foundations shall extend at least 8 inches at rear and sides of boiler base and at least 36 inches in front of boiler base. Foundations are to be level. (b) Where Areola or similar type boilers are placed on a combusti ble floor they shall be provided with an approved metal mat on asbestos board. (c) All boilers shall be connect ed with the chimney with not less than 24 gauge breeching or smoke pipe. Where breechings are cov ered they shall be provided with rods or bars of sufficient number to allow the free passage of air at All closed hot water circulating systems shall be equipped with approved safety valve and pneu matic expansion tank. (b) Reducing valves. Steam ra diation that is supplied from high pressure boilers shall be equipped with a steam pressure reducing valve, to prevent pressure in the heating supply lines exceeding 2 pounds per square inch. The type of pressure reducing valves used shall be subject to the approval of the City Manager or his repre sentative. The reducing valve shall be properly by-passed. A safety valve shall be installed on the low pressure side and of same size as by-pass and to be set to blow off at 5 pounds higher than the reduced pressure. (c) A 4y2 inch steam gauge shall be installed on low pressure side of reducing valve. This applies to systems which have cast iron ra diators. (d) Pipe covering. All covering on heating pipes within 2 feet of boiler smoke pipe shall be asbes tos and at least V4 inch thick. The outer covering of cloth is to be re ' ment, and such temporary permit shall be issued only when in the opinion of the inspector unneces sary inconvenience will be other wise caused. The Plumbing Inspector of the Town of Southern Pines may re inspect equipment at any time and shall revoke any certificate issued when said equipment is be ing operated, used or maintained in violation of any part of this or dinance. Section 69. Before making the installation of oil-burning equip ment or before an existing oil burning equipment is remodeled, plans shall be submitted for ap proval by the Plumbing Inspector (pencil sketch acceptable.) Such sketch shall show the relative lo cation of buildings, tanks, pumps, pipes, etc., and shall show section al elevation of basement and first floor with relation to ground level. Specifications based on the re quirements of this ordinance shall accompany the plans. Section 70. Storage. It is fur ther provided that approved moved before asbestos covering is applied. (e) Pipe hangers. Steam, vapor and hot water piping must be hung with expansion ring hang ers—no strap iron to be used. Section 65. (a) Heaters, how placed. Heaters or overhead feed hot water system having the heat er or boiler placed on the same floor level with heating units in the occupied quarters of a build ing shall be installed in 'accord ance with the following regula tions: (b) No boiler to heater shall be placed not less than two feet from any woodwork or wooden lath and plaster partition, unless the woodwork or partition is properly protected by metal shields, asbes tos board or brick, in which case, the distance shall not be less than inches. Metal shields shall be placed so as to preserve an space behind them. Section 66. (a) All matters per taining to the installation not cov ered in this ordinance, or' any slight diversion from this ordi nance which is in accordance with or an improvement in the heating condition, shai’ be left to the dis cretion oi the City Manager or liis represent-’’ ”6. (d) All heating boilers shall be fitted with an approved fusible plug. Every steam heating boiler shall be connected with a Hart ford Loop or an approved swing check valve on the return side, al so a drip connection of proper size from steam header to return head er or connection. All boiler con nections shall be the best approv ed method and with swing joints. No stiff joint connection will be permitted. Section 62. (a) All pipes for steam or hot water shall be of the proper sizes and grades and con structed so as to allow free expan sion at all times. Pipes installed in partitions, outside walls, be tween floors and ceilings, or other concealed places shall be covered with at least two-ply asbestos air cell sectional pipe covering. (b) Automatic low water line cut off. An automatic low water line cut off shall be installed on all steam boilers (high or low pressure) where an automatic coal or oil burner is used. Seclion 63. (a) Steam and hot water pipes shall not be installed in outside “walls where they will be in danger of freezing unless the pipes are properly protected with a good and suitable covering. (b) Radiators and coils shall be properly connected with the cor rect size pipe, and in no case shall the supply and return consist of the support. (c) Indirect heater coils or ra diators shall be inclosed in a metal lined box or other incombustible material. Inclosures shall be con structed so that they will be eas ily accessible for inspection and repairs. Section 64. (a) Safety valves. The safety valves or pop valves on all steam heating boilers in resi dences shall be set in so that pres sure cannot exceed 15 pounds per square inch. On closed water heating systems, a safety valve shall be used that is acceptable to the City Manager or his represent ative. No hot water heating sys tem shall be operated at a pres sure to exceed 30 pounds working pressure. said Town against loss to persons or property in any manner what soever for negligence or unskilled or negligent work or conduct in the installation of any heating work and to guarantee the pay ments to the Town of Southern Pines all fees and permits, and providing further, that the said persons, firm or corporation shall first show satisfactory evidence that they have complied with the provisions of Chapter 52, Public Laws of 1931. ARTICLE IV OIL BURNING EQUIPMENT Section 67. Oil burning equip ment and storage in connecting therewith. No person, firm or cor poration shall install equipment for the burning of fuel oil within the limits of the Town of South ern Pines without first obtaining a permit from the Plumbing In spector. Permit for storage of fuel oil shall be obtained from the Plumbing Inspector. A permit fee of $3.00 shall be charged for each_ instaUation and shall be paid at the time of filing application. Seclion 68. No person, firm or corporation shall maintain or op erate any oil-burning equipment installed after the adoption of this ordinance without a certificate of inspection issued by the Plumbing Inspector which certificate shall be issued only after inspection of installed equipment complies with provision of this ordinance, and when the oil used has a flash point of not less than 100-degrees F., closed cup test, and when the equipment is operated in a safe and proper manner. (a) Inspections under this ordi nance shall be made by the Plumbing Inspector or other au thorized inspector within 48 hours of the receipt of notice from the holder of the permit to install equipment, to the effect that the equipment is complete and ready for inspection. (b) Upon application to the Plumbing Inspector by the appli cant for permit to install oil burn er, permission may be granted to use equipment temporarily until final inspection is made as pro-' vided for in this section. Such temporary permit shall not be granted for a longer period than 48 hours from the date of applica tanks, not exceeding 275 gallons capacity may be used inside build ings above ground when used for the storage of Class C liquids for use as fuel for oil-burning heating equipment, and said tanks are in stalled in accordance with rules of the National Board of Fire Un derwriters. Section 71, That for the preser vation of public safety it is neces sary that this ordinance go into effect immediately, and it is there fore provided that said ordinance shall take effect from and after adoption by the City Council. Except by special permit all rooms containing oil-burning apparatus shall not be above the ground floor of any building, and all such rooms shall be vented to the outside air by a galvanized iron vent at least 12 inches by 12 inches or a window. Dampers which may entirely close the chimney uptake are pro hibited. Damper area should be carefully determined in each case but in no case shall it be greater than 80 per cent of the internal cross section area of the uptake. Section 72. (a) Storage tanks shall be outside of building and buried underground with top of tank not less than 2 feet below the surface of the ground and be low the level of any piping to which the tank may be connected, except that in lieu of the 2 feet, covered tanks may be buried un der 12 inches of earth and a slab of re-inforced concrete of equip ment construction, in no case less than 6 inches in thickness and capable of sustaining a load of 250 pounds per square foot. Such slabs shall be set on a firm- well- tamped earth foundation, and shall extend at least one foot be yond the outlines of the tank in all directions. Where special condi tions make it necessary, tanks shall be securely anchored or weighted in place to prevent float ing. Whenever a tank cannot be entirely buried it shall be covered with earth to a depth of at least 2 feet, with a recommended slope on all side of less than 3 to 1, but under no circumstances shall such slope be less than 11/2 to 1, de pending upon the angle of repose of the earth. Such cases shall be subject to such other require ments as may be deemed neces sary by the Plumbing Inspector and City Manager. If tanks can not be set below the level of all pipes to which they may be con nected satisfactory arrangements shall be provided to prevent si phoning or gravity flow in case of accident to the ^ipes. (b) For small installations where pibe lines are one inch or less, provision which will break the si phon at time of fire, such as an air inlet held closed with fusible metal located at top of bend, may be acceptable. Weighted floor valves, enlarged pipe section on discharge side of siphon, or air in let at top bends controlled by pump pressure, are provisions which may be acceptable in any sized pipe, depending upon the elevation of the tank and upon specific approval of the City Man ager. (c) Underground tanks shall be set on a firm foundation and bur row with soft earth or sand well tamped in place. The tanks referred to in this or dinance shall be constructed of galvanized steel, open heath steel or wrought iron of minimum gauge (U.S. Standard), depending upon the capacity as given in the following table: For liquids heavier than 35 de grees Baume tanks may be of con crete. . Under ground tanks of open hearth steel or -wrought iron thinner than No. 7 gauge shall be galvanized. (d) All joints shall be riveted and caulked, brazed, welded or made tight by some equally satis- tion for permit to install equip- factory process. Tanks shall be tight and sufficiently strong to bear without injury the most se vere straining to which they may be subjected in practice. Shells of tanks shall be properly reinforced where connections are made, and all connections shall be made through the top of tank above the liquidTevel. (e) Tanks for systems under pressure shall be designed for at least six times the maximum working pressure and tested at twice the maximum working pres sure. (f) All tanks shall be thorough ly coated on the outside with tar, asphaltum or other suitable rust- resisting material depending upon the condition of the soil in which they are placed. Where soil con tains corrosive substances special protection may be required. (g) An open or automatically operated galvanized iron vent pipe without trap and draining to the underground storage tank shall be provided. (h) A.11 vent pipes shall be of ample size to prevent abnormal pressure in case of fire, and in no case to be less than 1-inch pipe size; such vent pipes shall have the lower end extended through the top, into the tank for a dis tance of not more than one inch. The outer ends of vent pipe shall be provided with weatherfrost hoods, screened to prevent ob struction by insects and terminat ing at a point outside of the build ing, preferably not less than 3 feet, measured horizontally or vertical ly from any window or other building opening. Section 73. All filling pipes when installed in the vicinity of any door or other opening of building shall be as remote there from as possible so as to prevent liability of flow of oil or vapor through building opening; termi nals shall be provided with a met al cover or cap which may be locked. Manholes, if used, shall have covers securely fastened in order to make access difficult by unau thorized persons. No manhole shall be used for filling purposes, A test well or gauging device shall be installed on all tanks and so designed as to prevent escape of oil or vapors when closed. The top of well or gauging device shall be kept locked when not in use. The storage of fuel oil and the installation of tanks, within build ings, or outside of buiMings above •ground or underneath buildings, for use in connection with oil- burning equipment shall be in ac cordance with the Laws of North Carolina and ordinance of the Town of Southern Pines. In connection with oil-burning equipment, standard full weight wrought iron, steel or brass pipe, with substantial fittings, or ap proved brass or copper tubing, with approved fittings, shall be used and shall be carefully pro tected against mechanical injury. In all pipe systems proper allow ances shall be made for expansion and contraction, jarring and vibra tion. All threaded joints shall be made with litherage or other ap proved compound. (a) Approved brass or ebpper tubing permitted by the Plumbing Inspector shall have a waU thick ness of not less than 1-6 inch for small sizes and correspondingly heavier where necessary. (b) Supply pipes shall not be less than one-fourth inch in diam eter iron pipe size, and when oil is pumped to the burner, return pipes shall be at least the same size. (c) Pipe connections to tanks shall be suitably reinforced and proper allowance made for expan sion and contraction, jarring and vibration. (d) Openings for pipes through masonry walls below the ground level shall be made oil and water tight. (e) All connections shall be inade perfectly tight with well fitted joints. Unions shaU be used at burners to facilitate removal. All unions shall be of approved type, having conical faced joints, obviating the use of packing or gaskets. (f) Pipjng shall be run as di rectly as possible and in the case of pumping systems, so laid that if practicable the pipes shall be pitched backwards towards the storage tanks without traps. ' (g) Systems imder pressure shall be designed for six times the working pressure and installation when complete shall be tested and proved tight at twice the maxi mum working pressure. Seclion 74. Readily accessible valves shall be provided near each burner and close to the auxiliary tank in the pipe line to burners. (a) Control valves shall be of approved type and provided with stuffing box of lateral size, con taining a removable cupped gland designed to compress the packing against the valve stem and ar ranged so as to facilitate removal Valves shall be designed to close against the supply, and to prevent withdrawal of steam by the con tinuing operation of the hand wheel. The use of packing affect ed by oil or heat is prohibited. ■ Means for remote control of the flow of oil to the burner shall be provided for use in emergency, and sign indicating its piupose shall be located at the control de vice. (b) A switch in the motor sup ply circuit may serve as emergen cy control device for an electrical ly-driven equipment, or quick closing valve in the oil supply line to be operated from a safe loca tion, preferably outside the build- iftg, may be used. Seclion 75. Burners for fuel oil equipment shall be of an approv ed type, provided with suitable automatic safeguards to prevent abnormal discharge of oil. (a) Except by special permis sion not more than one burner may be installed in the single combustion chamber, or the adap tation of one burner to two or more combustion chambers. Prior to the installation of the burner the ash door of the burner shall be permanently removed, or bottom ventilation otherwise provided to prevent the accumu lation of vapors within the ash pit unless the burner is of the type which mechanically purges the ash pit. When the ash door is closed it is recommended that all other doors of the furnace be ar ranged to swing from the top or to be otherwise arranged so as to re lieve pressure sometimes caused by puffs of backfire due to delay ed ignition. 1 (b) Stoves or ranges originally for use of fuel other than oil should not be used in connection with oil burners unless spaces in which vapors might collect are adequately vented. (c) No combustible material shall be stored within ten feet of any oil-burning equipment. (d) > Where automatic operation is provided the installation shall be equipped with approved limit ing devices abnormal tempera tures in hot furnace ducts, abnor mal water temperatures, or abnor mal steam pressure. It is recom mended that in steam, vapor, or vapor vacuum system, approved means be provided to guard against firing into a dry boiler or one in which the water level is dangerously low. Such means should be arranged either to re quire manual resetting or to pre vent operation until a safe water level is restored. Recognizing the value of first- aid fire extinguishers near fur naces or other forms of heating plants irrespective of the fuel used, so located as to be conveni ent for use in emergency, there shall be provided for each plant, an approved hand fire extinguish er of a type suitable for oil fires. A card giving complete instruc tions in regard to the care and op eration of the system shall be per manently posted near the appara tus.
