Re-Signing of Speed Zones On Highway
Explained By N. C. Traffic Engineer
Drivers Must Now
Comply With Exact
Speed Designated
An extensive re-signing of the
State’s speed zones on paved pri
mary highways and. secondary Rotarians conducted a “kanga-
roads in rural areas ^ nearing j-qq court” at their luncheon
completion. Traffic Engineer Rob-™geting in the Southern Pines
ert Burch reports. Country'Club last Friday—“try

cations have been studied and re
classified. A thorough engineering
investigation was mad^ on the lo
cation of each speed zone. As a
result, a total of 15,000 posts and
sent from recent club meetings.
A. C. Dawson served as judge,
Dr. L. M. Daniels acting as pros
ecuting attorney, and Garland
Pierce as defense attorney, with
signs have been erected across the t^e club as jury, until it was dis
State.
“To maintain a free flow of
traffic, we did away with many
unnecessary and obsolete speed
zones. We wanted to be fair to the
through motorist and not impose
any undue restriction. Some zones
were abolished, others were in
creased, some reduced and many
new ones were put in after our
engineering survey,” he said.
Mean What They Stay
Burch stressed that the' speed
zones mean just what they say.
“We’ve tried to post the speed
zones with the maximum safe
driving speed. Our new signs have
taken out the former tolerance.
Instead of posting a 25 mph sign
and hoping that a driver will slow
down to 30 or 35 mph which
might be the true safe maximum
speed, we’ve posted such an area
with a 35 mph sign which means
35 and no higher. The .new signs
make no allowance for the driver
who merely slows down and
doesn’t comply with the exact
posted speed. The wise driver will
go no faster than the signs indi
cate.”
Motorists are urged by Burch
to cooperate by observing the
speed zones. He emphasized that
the speed zones have a definite
reason for being there based on
a thorough engineering survey.
“Please observe the signs,” he
said, “when driving through a re
stricted speed zone. Watch drive
way entrances, intersections, and
especially pedestrians. That way,
the area will be safe for
covered that both the prosecuting
and defense! attorneys had been
absent from recent meetings.
Substitutes then were appointed
to try them.
The trial procedure produced
some amusing situations and
members enjoyed the program.
Guests of the club Friday in
cluded: H. Lee Thomas, county
superintendent of schools; Ed
Brazington of Leland, Miss.; Don
aid Schwartz, Westfield, N. Y.,
and M. Z. Perkinson of High
Point, son of James B. Perkinson,
president of the Southern Pines
Rotary Club.
highway users as well as the
through motorist.”
Two New Signs
Two new signs have been add
ed to speed zones, one at its be
ginning, the other at its end. The
old “Speed Zone Ahead” has been
replaced by a new “Reduce

restricted zone. The 1955 North
Carolina Legislature passed a
law requiring any governmental
agency (including cities and
towns as well as the State High
way Commission) that has the
authority of posting speed zones
to post warning signs 600 feet in
advance of any speed zone. This
warns and advises the approach
ing mctoroist of the existence of
The other new sign, “Resume
Safe Speed,” is posted at the end
of the speed zone. It replaces the
old “End of Speed Zone” which is
still widely used in many states.
Critics say “End of Speed Zone”
is SC' worded t6 encourage a driver
so worded to encourage a driver
to suddenly speed up and to think
he can go as fast as he likes. The
new “Resume Safe Speed” satis
fies such coihplaints, signals the
