In The General Assembly By CLIFF BLUE Hearings. . . Hearings started in the joint House and Senate Appropriations cominittee on Tuesday. At these hearings the various state departments and divisions come before the committee and state their financial needs. These hearings are somewhat of a re play ^of the hearings conducted last fall by the Advisory Budget Commission. The Advisory Bud get Commission has submitted its recommended Appropriations Bill and in it many divisions and departments did not get as much as they asked for. At these hear ings now being held the Appro priations committee itself will decide and make its recommen dations to the full House and Senate. Intangible Tax . . .For years many of the Moore County lead ers have felt that the intangible tax is a great detriment to the state and particularly Moore County. They say that the state would gain far more in inheri tance taxes than they receive in the tax on intangibles if the lat ter were not on the books. Since the tax plan is being given serious study with the thought in mind of overhauling it and since the Tax Study Com mission has recommended that the towns and counties keep aU the intangible tax revenue we checked into the possibility of a provision permitting the counties and cities to levy the tax or not levy it as appeared best for each particular county and city. How ever, Edwin GiU, State Treasur er, tells us that to do this would require, an amendment to the State Constitution. Lawrence Johnson. . . . Law rence Johnson' of Aberdeen was a visitor in Raleigh Tuesday. He sat in on the Appropriations committee meeting for a while near the close of the session. Water. . . Oh Monday we at tended a meeting of the State Water Board and Advisory Com mittee. North Carolina with an average rainfall of 48 inches has a bountiful supply of water, yet too often we are faced with water shortages. The State is be ginning to see the handwriting on. the wall and is trying to get something done before it is too late. It was decided on Monday to hold meetings in each of the 100 counties and get the water problems from the people in all walks of life.
