In The General Assembly
Governor's Message. . . High
light of the General Assembly
this week was Governor Hodges’
appearance before a Joint ses
sion of the General Assembly in
which he reconamended a pay in
crease of 15 per cent for the'
class-room teachers £md 11 per
cent for the other state employ
ees. The Governor’s suggestion
seemed to be pretty well receiv
ed by the legislators in general.
Some were not satisfied and our
thought is that at a later date a
fight will be made to up the
tesKJhers pay by 19.31 per cent on
a contingency basis—^that is pay
them for an extra week if the
money is avaulabje.
Aberdeen BilL . . On Wednes
day I introduced a biU amending
the charter of the Town of Aber
deen in two ways. In the first
place the charter of the Town of
Aberdeen provided that the town
elections should be held “annual
ly” and on the first Tuesday
May. As far back as records are
available the town election has
been held biennially on Tues
days. The bill provides that the
elections shall be held “biennial
ly” and one the first ’Tuesday
after the first Monday in May.
The bill also validates past elec
tions.
Southern Pines. . . On last Fri
day, at the request of the govern
ing body of the Town of South
ern Pines I introduced a bill “To
revise and consolidate the char
ter of the Town of Southern
Pines.” The matter has been
thoroughly advertised and dis
cussed in Southern Pines.
Re-disixicling'. . . On last
Friday I introduced the *bill
which I wrote about in last
week’s paper to re-district dis
tricts one and four for the Moore
County Board of Education and
County Commissioner in Moore
County so as to provide for Little
River Township which will be
annexed to Moore County effec
tive January 1, 1968. Only dis
tricts one and four were changed
in the re-districting bill. Green
wood township was taken from
district four and placed in dis
trict one, and Little River put in
district four with McNeills town
ship. The other three districts in
the county are composed as fol
lows: District two, Bensalem and
Sheffields townships; district
three. Deep River and Ritters
townships; and district five.
Sandhills and Mineral Springs
townships.
School BilL . ., At the request
of the Moore Cormty Board of
Education on last Friday I intro
duced a bill to extend the law
passed two years ago providing
that the Moore County school
authorities could construct or re
pair any single school building
with their own construction or
repair force where the total cost
of construction or- repair does not
exceed $40,000. In the bill passed
two years ago the maximum cost
was $30,000. This, the Board of
Education requested be raised to
$40,000. The Board of Education
feels that they have saved con
siderable money by doing the re
pair work and some of the con
struction with their , own con
struction or repair force.
Development Bill . . . On Mon
day night I introduced a bill at
the request of the Moore Coimty
Commisioners which authorizes
the Moore Conunissioners to es
tablish Moore County Develop
ment Fund by annual appropri
ations of not more than $5,000
from non-tax revenues. The idea
of the bill is for the Commission
ers to use the fimds to encourage
industrial development and agri
cultural development, etc., in
Moote Coimty.
Fortune Telling. . . On Monday
night I also introduced a bill so
as to prohibit the practice of
phrenology, palmistry, fortune
telling or clairvoyance in Moore
County after January 1, 1958.
This bill was requested by a res
olution of the Moore County
Commissioners and citizens over
the county.

night sessipn of the General As
aembly and Mr. Poole attended
the meeting of the State Board
of Agriculture on Tuesday of
which he is a member.
Bills. . . I have had more local

bills from Moore County than I
had anticipated. While the ses
sion will run seversd weeks yet,
if there are other bills which
need to be introduced I hope to
have them not later than April
22 if possible. No deadline has
been set in the house for the in
troduction of local bills but I
prefer to get them in early and
avoid the necessity of having to
rush them through. I always like
to let the people know about bills
so they can object if they hold
contrary opinions.
Wildlife. . . On Tuesday night
I returned to Moore County and
met with the Moore Coimty
Wildlife Club and discussed with
them legislation dealing with
wildlife matters. The meeting
was held in Jackson Springs and
I enjoyed it very much.
