Rotary Club Told
Of City Manager

City managers, a comparative
ly new breed of professional in
this coimtry, can tell a town by
the elected officials it has, mem
bers of the Rotary Club were told
Friday.
William Gary Head, new assist
ant town manager in Southern
Pines, said that it is often poss
ible to teU whether or not a town
is split by determining whether
the council is split; “for someone
who is working for elected offi
cials, such a determination is im
portant.”
Head, assistant town manager,
came here last month as a re
placement to Louis Scheipers,
Jr., who was elevated to Town
Manager succeeding Tom Cun
ningham. A graduate of the pub
lic administration school at the
University of Oklahoma, he has
quickly ingratiated himself with
the community.
The city manager form of gov
ernment is a comparatively new
thing, he told the Rotarians,
Having seen its greatest growth
since 1946. Today, men who go
into it as a profession usually
must earn a bachelor’s and a
master’s degree from a recog
nized university and specialize
in public administration either
on a federal, state or local level.
After graduation, the first year
is usually spent in internship, the
S2une course that most professions
now take. That, to a great extent,
is his job here, he told the Rotar
ians.

Fall Meeting Here

The N. C. Department of Con
servation and Pevelopment will
hold its fall meeting in Southern
Pines October 13-15, it was an
nounced Monday in Kmston
where the group was holding its
spring meeting.
' The meeting, which begins on
a Sunday, is expected to attract
people from throughout the state.
W. P. Saunders, of Southern
Pines, former president of Rob
bins Mills, is chairman of the or
ganization, and A. H. Grant, a
former official with the Amero-
tron Corporation and a resident
of Southern Pines while in that
capacity, is chief development en
gineer.
