' Inspector Notes Violations of Building Laws Building permits are needed for all construction work in Southern Pines, Ralph MiUs, building in spector, pointed out today. He said there have been recent instances of construction crews from out of town putting up small houses in West Southern Pines without obtaining a permit, re sulting in violations of the zoning or building code. One house, he said, was placed too close to a property line. On another the chimney'was not built to the required height. Under local ordinances, the town has authority to have an im properly placed new house mov ed or altered to conform to build ing and zoning laws, Mr. Mills said. Most of the violations, the in spector said, have been in con nection with sale of small “shell” houses by out-of-town companies who bring in building materials and a crew of carpenters and quickly put up the foundations, walls and roof of a house, to be finished later by the purchaser.
