Funeral serv ices were conducted Sunday at 3:30 p. m. at the Miller funeral chapel in Sanford by the Rev. John Smith assisted by the Rev. James Clayton and the Rev. C. A. Kirby. Burial followed in Lee memorial park, Sanford. Surviving are one son, Robert L. Cooke of Pinehurst; his par ents, Mr. and Mrs. R. P. Cooke of Carthage; two sisters, Mrs. Leon Christian of West End and Mrs. J. P. Reardon of Falls Church, Va.; and three brothers, James S. CHARLES CAMERON Church Programs Local church Christmas pro grams, scheduled this week, wil. begin with a program at the Bap tist church Thursday night at 7 p. m. The Church of God will pre sent its pageant on Friday night at 7 o’clock On Sunday evening at 6:30 p. m., the Methodist church presents its pageant. Circles Meet The three Circles of the Vass Presbyterian church met last week with programs on “Annui ties and Relief,” and Bible studies on the Book of James. A social period with refreshments follow ed each meeting. Circle 1 met Wednesday night with Mrs. Herbert Caddell. Mrs. rete Marshburn was program leader and Mrs. Linwood Patter son presented the Bible study. Circle 2 met on Monday night with Mrs. Ben Wood with Mrs. W. J. Morgan, program leader, and Mrs. Eugene Hicks present ing the Bible study. The Jane McGill Circle met on Tuesday night at the home of Mrs. W. E, Gladstone in Southern Pines. Mrs. Julian Smith led the program and Mrs. W. D. McGill was in charge of the Bible study. Men's Club Meets The Methodist Men’s Club ob served ladies night Thursday AN ORDINANCE FOR THE LICENSING AND REGULATION OF DOGS :BE IT ORDAINED AND ESTAB LISHED by the Town Council of the Town of Southern Pines in regular session assembled on the 14th day of November, 1961, as follows: Section I. DEFINITION OF TERMS. As used in this Ordi nance unless the context other wise indicates. (a) “Dog” shall be intended to mean both male and female. (b) “Owner” shall be intended to mean any person or persons, firm, association or corporation owning, keeping, or harboring a dog. (c) “At Large” shall be intend ed to mean off the premises of the owner, and not under the con trol of the owner or a member of his immediate family or some re sponsible person either by leash, cord, chain or otherwise. Section H. LICENSE AND REG ISTRATION REQUIRED. All dogs kept, harbored or maintained by their owners in the Town of Southern Pines shall be registered if over six (6) months of age. Dog licenses shall be issued by the Town Clerk upon payment of a license of $1.00 for each male or spayed female, and $2.00 for each unspayed female. The owner shall state at the time application is made for such license and upon printed forms provided for such DOGS. It shall be the duty of the Pound Master to keep all dogs so impounded for a period of ten (10) days. If at the expiration of ten (10) days from the date of notice to the owner or the posting of no tice such dog shall not have been redeemed, it may be destroyed. Any unlicensed dog required by law to be licensed, or any dog which appears to be suffering from rabies or affected with hydropho bia, mange or other infectious or dangerous disease shall not be re leased but may be forthwith de stroyed. Section VIH. UNCLAIMED DOGS FOR SCIENTIFIC PURPOSES. Whenever any hospital or repu table institution of learning shall apply to the Town of Southern Pines for permission to use for re search purposes in the study of prevention of disease or the bet terment of mankind, any im pounded dog or dogs remaining unclaimed, the Town of Southern Pines or such properly designated official thereof shall request the Pound Master to surrender to the institution or hospital such un claimed dogs as it has requested, and they shall be so surrendered. Section HI. TAG AND COLLAR. Upon payment of the license fee, the Clerk shall issue to the owner a license certificate and a metal lic tag for each dog so licensed. The shape of the tags shall be changed every year and shall have stamped thereon the year for which it was issued and the num ber corresponding with the num ber on the certificate. Every own er shall be required to provide each dog with a collar to which the license tag must be affixed, and shall see that the collar and tag are constantly worn. In case a dog tag is lost or destroyed, a duplicate will be issued by the Clerk upon presentation of a re ceipt showing the payment of the license fee for the current year, and the payment of the 50c fee for such duplicate. Dog tags shall not be transferable from one dog to another and no refund shall be made on any dog license fee be cause of death of the dog or the owners leaving the town before expiration of the license. Section IV. RUNNING AT LARGE PROHIBITED. No owner or keeper of any dog shall permit such dog to run at large at any time; provided, however, that sai& dog may be allowed to run at large if such dog shall have a muzzle properly attached of suf ficient strength to prevept its biting any person. The Pound Master or Dog Warden (or some other designated official) upon receiving any dogs shall make a complete registry, entering breed, color, and sex of such dog and whether licensed. If licensed he shall enter the name and address of the owner and the number of the license tag. Licensed dog shall be separated from unlicens ed dogs. Section VI. NOTICE TO OWNER AND REDEMPTION. Not later than two days after the impound ing of any dog, the owner shall be notified, or if the owner is un known written notice shall be posted for ten days at three or more conspicuous places in the Town of Southern Pines describ ing the dog and the place and time of taking. The owner of any dog so impounded may claim such dbg upon payment of the li cense fee, if unpaid, and all costs and charges incurred by the Town of Southern Pines for impounding and maintenance of said dog. The following charges shall be paid to the Town of Southern Pines: For impounding any dog, $5.00; for keeping any dog, $1.50 per d«y; and for giving notice of the impounding, $5.00. Section VH. DISPOSITION OF UNCLAIMED OR INFECTED payment of the fees provided in SECTION VI hereof; provided, however, if any dangerous, fierce or vicious dogs so found at large cannot be safely taken up and impounded, such dog may be ^lain by any policeman, the coun ty Dog Warden, any member of the sheriff’s department or any other officer with arresting pow ers. Section X, RABIES-NOTICE. If a dog is believed to have rabies or has been bitten by a dog sus pected of having rabies, such dog shall be confined by a leash or chain on the owners premises and shall be placed under the obser vation of a veterinarian at the ex pense of the owner for a period of two (2) weeks. The owner shall notify the Chief of Police of the Town of Southern Pines of the fact that his dog has been expos ed to rabies and at his discretion the Chief of Police is empowered to have such dog removed from the owners premises to a Veterin ary Hospital and there placed un der the observation of a doctor and other authorities of said hos pital for a period of two (2) weeks at the expense of the owner. It shall be unlawful for any person knowing or suspecting a dog has rabies to allow such dog to he taken off his premises or beyond the limits of the Town without the written permission of the Chief of Police. Every owner, or other person, upon ascertaining a dog is rabid shall immediately no tify the Chief of Police or some constituted authority in the Po lice Department who shall either remove the dog to the pound or summarily destroy it. Section XI. VACCINATION. It shall be unlawful for the owner of any dog to keep, maintain, or allow such dog to run at large whether muzzled or not unless it shall have been vaccinated by a licensed veterinary surgeon with anti-rabies vaccine, as required by the General Statutes of North Carolina. Section XH. PENALTIES. Any owner found violating any provi sion of this Ordinance shall be guilty of a misdemeanor and up on conviction thereof shall be punished by a fine of not more than $50.00 or imprisoned for a period of not more, than thirty (30) days for such offense. Section XIH. REPEAL OF CON FLICTING ORDINANCES AH existing Ordinances of the Town of Southern Pines are hereby re pealed insofar as they may be in consistent with the provisions of this Ordinance. Section XIV. SEPARABILITY OF PROVISIONS. It is the intention of the Town Council that each separate provision of this Ordi nance shall be deemed indepen dent of all other provisions here in, and it is further the intention of the Town^ Council that if any provision of this Ordinance be de clared invalid, all other provi sions thereof shall remain valid and enforcable.
