Federal Marketing Orders May be
Considered for Broiler Producing

What are federal marketing or
ders? This. is a question with
which all broiler producers, feed
dealers, hatcherymen, and proces
sors are vitally concerned; as the
orders are being considered by
some persons as a method of con
trolling the broiler industry.
A marketing order is a binding
legal document setting the limits
within which an industry can
operate a program of self regula
tion. It affects all producers and
handlers of a given commodity in
a designated market area; with
broilers this would be nation
wide. There are som.e marketing
orders set up under laws of indiv
idual states. This discussion re
fers to federal orders which are
administered under the Secrstary
of Agriculture in Washington.
With the current interest in
marketing orders on broilers,
here are some points which might
be considered.
1. The fact that a commodity is
on the eligible list for marketing
quotas does not m.ean that orders
are mandatory.
2. A marketing order under
present legislation does not per
mit quality controls at the pro
ducer level; however, if written
to do so, an order may regulate
the quality going into certain
market channels.
3. A variety of measures can be
included in a marketing order,
which are generally supported by
an assessment on producers and
handlers. These measures could
include: regulation of grade and
size or other quality characteris-

tics; diversion of excess supplies
from normal market channels; a
stabilization pool; sales promo
tion and market research (but
not advertising); and regulation
of unfair trade practices.
4. For orders to separate differ
ent markets, there must be dif
ferent elasticities of demand in
the various outlets. The quantity
sold in the primary markets
would be limited to maintain a
high price. A secondary market is
needed with a more elastic de
mand where excess production
will not reduce price by as great
a percentage.
5. The usual steps for putting a
Federal Marketing Order into ef
fect are; Expression of interest to
the Secretary of Agriculture in
Marketing orders; drafting of a
proposed order; a public hearing
on the proposed order so all in
terested people can be informed
of what is in the order and any
changes made that are needed; f
referendum; held to get approval
of growers; and setting up an ad
ministrative group to handle the
detail workings of the marketing
order when it becomes a legal
binding document.
The above run-down on mar
keting orders is to help broiler
producers understand some of the
things that are involved if we
have hearings in our area on what
to do about the present broiler
situation.

Crockett, seven years; Ann Boggs,
eight years; Mike Gschwind and
Harvey Lee Price, nine years and
James Jessup 11 years.
Three month pins were given

January meeting is scheduled.
Birth Announcement
Mr. and Mrs. Morton Ivey an
nounce the birth of a daughter
at St. Joseph Hospital on Friday,
January 12. Mrs. Ivey is the for
mer Bonnie Hicks.

Circles Meet
There were about 135,000 vet
erans still in educational pro
grams under the Korea GI Bill as
of October 31, 1961. This program
has ended for World War II vet
erans.
Circle 1 of the Vass Methodist
Church met Thursday night in the
church fellowship hall with Mrs.
J. M. Davis as hostess. Mrs. Char
les Gschwind, chairman, presided
and was in charge of the program
on “Missions”. Mrs. A. G. Ed
wards, Jr. read the scripture and
led in prayer. Program parts were
presented by Mrs. R. R. Thomas,
Mrs. W. A. Muse, and Mrs. E. L.
Finch. The hostesses served re
freshments.
Circle 2 of the Women of the
Presbyterian Church met on Mon
day night with Mrs. N. N. Mc
Lean, Mrs. Dallas Jackson, chair
man, presided. Mrs. W. J. Morgan
led the Bible study. Mrs. M. M.
Chappell presented the program
on Christian Action. The hostess
served refreshments at the close
of the meeting.
Meeting Postponed
The Vass Womans Club which
was to have met Thursday night,
January 12, with Mrs. A. V. Autry
was postponed due to weather
conditions. No new time for the
