The Board of Com missioners of the Town of Vass has ascertained and hereby de termines that it is necessary for said Town to improve and extend the water supply system main tained and operated by said Town to supply water to said Town and its. inhabitants by the erection of a water filter plant including the acquisition of any lands or rights in land and the necessary equip ment and apparatus required therefor, and that it is necessary to expend for said purpose not less than $146,000.
