Gilbert Redfern, retired UN
official, of 775 South Ridge St.,
has paid homage to the late Her
bert Hoover, with whom he
worked in relief operations of
twoz-world wars.
As a former member of the
American Relief Administration
headed by Hoover after World
War I, Mr. Redfern attended
meetings of ARA “alumni” held
in New York City from time to
time up until two yeairs ago,
when the health of their “Chief”
began to fail.
Asked for personal recollec
tions of the 31st U. S. President,
who died Tuesday of last week at
the age of 90, Mr. Redfern re
sponded, “His greatest charac
teristics were his modesty and
strong feelings of compassion for
people genuinely in need.
For Other People
“He was a great administrator
and a man who worked very
hard but never for himself—al
ways for other people. Though he
became President, Hoover was,
added Mr. Redfern, “in a way a
political freak. He never sought
honors or advancement for him
self. These came to him as a re
sult of what he did and what he
was.”
The local man was associated
with Hoover first in the Belgian
Relief of World War I, which
broadened into the government-
financed ARA, accomplishing
the near-impossible in the trans
portation of food, and the saving
of literally millions of lives in
war-torn countries.
'He Saved My Life'
After working with the State
Department during the 1930’s,
Mr. Redfern again became asso
ciated with Hoover in the early
years of World War II, when the
former President headed a simi
lar though smaller, relief organi
zation in Poland, Russia and the
Baltic States.
'This was a privately financed
operation, arranged by Hoover,
who set up his own staff to pro
vide food and other necessities
for victims of the German on
slaught, before the Iron Curtain
was drawn.
A typical incident of that time
stands out in Mr. Redfern’s mem
ory. “A refined and lovely lady
came into our kitchen at Vilna,
where we had a feeding opera
tion, and said she personally

wanted to express her thanks to
Mr. Hoover. Tie saved my life
when I was a child in Warsaw,
20 years ago, and now he is sav
ing the lives of my daughters,’ ”
she said.
Inner Circle
The ARA staff, originally num
bering some 300 people, “greatly
dwindled” through the years, but
continued as members of an in
ner circle held together by their
great love and respect for their
former leader. On the list are
such names as Christian Herter,
Louis Straus, former U. S. Sena
tor Alexander Smith of New Jer
sey; Maurice Pate, founder of the
Children’s Fund and now head of
UNICEF, and Hoover’s former
“right-hand man,” the late Hugh
Gibson, one-time ambassador to
Belgium.
Their meetings, of late years
have been held at the Harvard
Club in New York City and,
though it was never announced
in advance that Hoover would at
tend, he usually came. The mem
bers loyally guarded the privacy
of “the Chief” and valued the
intimacy which it engendered, in
which the former President re
laxed as much as his great per
sonal dignity would allow.
Sense of Humor
Here his sense of humor would
show and Mr. Redfern recalls
one “quip,” made in discussion
of a political speech of a member
of his own party—“I am much
less interested in what a man
says than in knowing who wrote
his speech fbr him!”
Besides many personal recol
lections, the local man has an au
tographed photo of “The Chief”
as reminder of those history
making years. The relationship
of the ARA “alumni” with their
leader was always one of the
deepest respect and mutual confi
dence, as it had been during the
days when together they had
worked in the greatest wartime
relief operation known to his
tory.
“When he told us what to do,”
Mr. Redfern recalls, “we did it
without question because we
knew it was right. We apprecia
ted his friendship and we asked
no favors because of it. We will
miss him a great deal.”
