Washington, I). C, Feb. 10 The House to day struck from the Sundry Civil bill the $20,- ooO.ooo appropriation for the rmlippine payment to Spain. I he Committee on Appropria ti.ns had reported the bill with t lii-s cl:uise in it. The action of the House to day was taken on a strictly techni eal point of ordtr, which had to c sustained bv Mr. Hopkins, of Illinois, chairman of the Com mittee of the Whole, aud by the House, as the Republican leaders leeomiizcd, under a fair construc tion of the rule of the House which torbids new legislation or appropriations for objects not already authorized by law on appropriation bills. This unexpected action will not prevent the appropriation of that money: but it will be incor porated in the Sundry Civil bill by the Senate, if it is not passed as an independent measure. Robbed the Grave. A startling incident, of which Mr. John Oliver, ol Philadelphia, was the subject, is narrated by t.im as follows: T was in a most tlreadtul condition. To-day was a busy day in the House, more bills being intro duced than for any day during the session. Anions the la ree number of bills introduced we note the fol lowing: To reduce certain fees of coun ty and state officers; to prevent minors congregating in bar- rooms and to prevent bar keep ers giving tree lunch; to estab lish a dispensary at Lexington; to incorporate the Atlantic and Yadkin Railway Company; to make Labor Day a legal holi day; to authorize Raleigh Town ship to issue bonds for public schools; to establish a dispen sary for Madison. The following bills passed third reading: To amend the charter of the Raleigh S: Gaston Railroad Company; to amend Chapter 425, Public Laws of 1S01, al lowing a mortgage on personal property to be given in lieu ol bond. Eighteen other bills passed third reading bills of more or less importance Seven bills passed second reading and two bills were tabled. Nineteen new bills were intro duced in the Senate today, among which we note the lol lowing: By Senator Hill; to compel railroads to carry two or more relrigerator cars for the conven ience ol shippers. Bv Senator Jones; to incorpo rate the town of Jerome, in Johnston county. Twenty-one bills passed third reading generally local bills. We note the following: To prescribe a short form of crop lien for.Jobnston and Ire dell counties; to incorporate the North Carolina Society of the Cincinnatti; to instruct the Sec retary of State to send the laws of North Carolina to Hawaii. The bill to establish a dispen sary at Smithheld was ratified o dav and is now a law. THURSDAY FEB. 1G. Two sessions were held by the House to dav. One from 10 to 2 o'clock and one Irom -t to G o'clock, and ii these six hours exactly S7 bills were disposed of; 4G at the morning session and 4-1 at the afternoon session. These S7 bills were divided as follows: Seventy-one . passed third reading, nine passed second reading, three Senate amendments were concurred in. one was referred back to the committee, and three were tabled. The number of petitions presented and new bills innro duced showed quite a falling off. Among the new bills were the following, of more than local importance: To incorporate the Granite City, Western and Short Cut Railway Companv; Elizbeth Citv and Western Railroad Company; Pungo and Mattamuskeet Railroad Com pany; to allow King's Mouti tain and Washington to estab lish graded schools; aud amend charters of Granite City Land and Improvement Company, Raleigh Wafer Works Company and Raleigh Electric Company. Mr Johnson, of this county, introduced a bill to-day to establish a dispensary at Selma. PASSED THIRD READING.
