On Tuesday last, the following gentlemen were re-elected without opposition, to their respective offices, viz: Michael I learn, Clerk of the County Court Spencer L. Hart, Sher iff David Barnes, County Trustee. Congress. No business of public im portance has been transacted in either House for some time what has been done is mostly of a private or local na ture. In the House of Representatives, on the 20th inst. Mr. Floyd moved to consider his resolution for adjourning on the 8th of April; but the proposition was negatived by a vote of 102 to 6S. We learn from the National Intelligen cer, that on the 18th instant "Mr. HALL presented a me morial from certain of his consti tuents, praying the aid of Con gress in removing certain obstruc tions to the internal trade of the State of North-Carolina. In of fering this memorial, Mr. H. said, 1 have this morning received a memorial frbni a portion of my fellow citizens of the third Con gressional district of North-Carolina, which I have the honor to represent here. This memorial is of the same character with sev eral others which I have present ed, and had referred to the appro priate committee. The memorial has in view, an object which in volves a principle that is inconsis tent with my notions of the con stitutional powers of this Govern ment. It is perhaps not known to those persons, that I have con stitutional scruples upon this sub ject. Standing here, as their Re presentative, it is my duty to serve as a line of communication to this body, by which their wishes or views may be made known. Hav ing performed that duty, I deem ed it proper (lest by doing so I might have been misunderstood,) to state that the object of the me morial stood, in point of constitu tional principle, upon the same ground with a bill brought into this House, for making appropria tions for Internal improvements. I have insuperable objections to the whole principle of that bilJ, and of the system of Internal Im provements; and shall, therefore, when that bill comes before the House, in justification to myself for the vote I may give upon that, or any similar uronosition. move to strike out the first section of the bill."
