In November last, the Governor, at the request of the Legisla ture, addressed the British government for information, whether unconditional abolition would be permitted, in lieu of the gradual system provided by the act of Parliament. A reply was received stating that the wishes of the Legisla ture were entirely in accordancewith the views of the Government and the spi rit of the act of Parliament. The act of total and unconditional abolition was ac cordingly passed by the Assembly on the 13th of Feb. and the Council on the 15th. South America. A Philadelphia pa per contains the interesting intelligence, received by the Emperor from Laguayra, that the fourth Constitutional Congress of Venezuela had met at Carraccas, and passed on the 10th Feb. a decree by near ly an unanimous vote, which was after wards ratified by the Executive, declar ing that religion is an essential part of civil liberty, and that "The liberty of public worship is not prohibited in the Republic Venezuela. A reform in the judicial system of the country is about to take place, and trial by jury established. Hart for $100, given in 1S32 and paid three vs. George Anderson; jr. for Si 00 each, one due in 1S33 and paid, one du& in 1S34 of which it is supposed $14 is paid, the other due Jan. 1835 one vs. Coffield Harris and Allen Taylor for $35 SO one vs. Wm. Clark for $42; the two latter were passed to the Sub scriber by Dr. Philips, Ex'rof Wm. Taylor, pay able 19th Sept. 1833 and two notes payable to me as Guardian to Eliza" Collins, one vs. B. H.
