Itadoaing hours were ami t rid by active hard work —and"'dead loads" of it was accomplished- The Leg islature was practically in contin nous session daring the bat three or four days, adjourning only for meals and completing the day's work at a late boor, keeping both breaches in 1 *"■ until midnight and after. While this Legislature on the whole was an -'eminently respect nbie" one with a number of decid edly able men in both branches.and was "above the average" —especial- ly if we include the ncent Populist Leg islamite and those which in years a gone were controlled by the Republicans—stdl. the number of "big men" wascosaparatirelv small In the Senate, for instance, after excepting about a half down pro tie men of real ability and vAiable experience in public affairs, the av erage Senator was not up to the standard in Xortft Carolina, and did not compare favorably with the one of two years ago especially. Indeed, some of the men who oc cupied senatorial seats ought never to have been sent here. This writer has been repotting the Legislature foe man years.and is in a position to sfeak'mtclligently on this subject- Bat I shall not hurt any one's feelings by rHerring, even by inference, to any individ ual. As usual the work of the session was directed by the leading spirits —and it speaks for itself. The liq uor question has not been agitated ao much in a generation as daring the last two months—and the "liq uor devil'' made his pee Jt ace felt even onto the last expiring breath of this Legislature. The most effective put of real temperance legislation was the passage in the House last Friday of the bdl to compel all licensed sa loons all over the State to dose busi ness at 8 o'clock p. m. b It is the night drinking and "treating" in saloons that starts the appetite in ninety per cent, of the young men of the South, and it is responsible for ninety-nine per cent, of the debauches and "protracted sprees" indulged in by men of BU turer years. It is the starting point of the downward course that leads to wrecked constitutions, financial and moral poverty, the "jim-jans" and to bell —on earth and hereafter. Not much i:om a temperance stand-point is expected from the Watts law. Of rather. theStmmons- Aycock law—except in thecountry and unincorporated villages, and the stronghold of the saloon has never been there. But it will turn the distilleries from the country to the towns, and if one one-hundredth put of what some people said is true the country people are to be congratulated on that, at least, and the cities and towns corresponding ly pitied. But politics always plays the mast Important and winning part in these . fighte. and in this case there was no emp>ion to the rule. An attempt was made to incor porate a number of little villages during the dosing boors, bnt only n very few succeeded in getting through. An appropriation of $50,000 (to enree from the surplus fund of the Agricultural Department) has been made for the erection of an "agri caltnral building" at the A. 8l M. College. The Senate Saturday afternoon passed the ball of Representative Kewiand. appropriating $1,900 for a building aad $2,000 per annam for the maintenance of a training school for teachers in the six west ern counties of Ashe. Alleghany. Watanga. Yancey. Borke and Cald nell and it is now the law. He bad a hard fight to get it through, bow ever. The bond issue bill was amended at the last moment so as to make the interest "not to exceed 4 per cent." instead of 3. The amount of the issue is limited to $300,000. The Legislature will adjourn time die today (Monday) at noon, unless the present plans miscarry which one hard worked newspaper will be truly thankful, to-wit: LLBWXAM. Tht y have ridden rough shod over the minority and now they are repenting in sa.k cloth and ashes. The filibuster in the House and the Senate during the last week of this Congress has been productive of great good, not alone to the peo ple and their pocket books by the decapitation of numerous lulls that were steals pure and simple; but it kas been a salutary lesson !o the arrogant majority. 1 hey hare been returned so often to f-o«er by t..e totes of the poeple in the last ten years that they have tot e tj look upon the perquisites of office as pe culiarly their own, and that they c~u!d do as thty pleased and tbc democrats would sit down meekly and calmly and suck their thumbs as they have been doing too long already because t" ey have been cursed with a supine and colorless leadcrsh'p. James J. Butler, of the nth district of Missouri, from his scat in this Congress, twice without ryme or reason. It was the most indecent and indefensible piece of partisian sbip erer perpetrated on the face of the earth, llr. Butler was elected to the 57th Congress, and his seat was contested by a man named Morton's record was so rotten thai the republicans could not afford to give him the seat, but such was their { artisanship that thejr wou'd not give it to Batler. whose father had been so promi nent in democratic circles in the city of St. Louis for fears, so they declared the seat vacant, and tha* no election had cccofed. That happened on the iSth of last June. Last fall Mr. Butler ran only ior the vacancy, but for the long term in the nest, or 58th Congress. He was elected to both seats by a ma jority of over 6.000 votes. The man a ho contested his seat for the sh'rt term, Mr. Wagoner, made his contest on the ground of fraud in the district. There was ever s,j o pages of testimony in the case, on both sides of « hiih the committee on elections read not one page, and submitted nothing to the House. The committee simply called up the case and the partisan majority fired out Mr. Butler on the ex-pnrte statement of the republican chair man of the committee that he was elected by frau L They not only dii that, but they did it without a quorum present, as demanded by the Constitution of the country. 1 hey ha* the power and they used that power like a giant It was simply a case cf might, and not the semblance of justice cr of decency connected therewith. The democrats resented the outrage and caused the filibuster, not so much in revenge for the indecent partisan shi,i of the republicans, but, as the Hon. John Sharp Wi liams, of Mis sissippi, said the other day in one of his brilliant and inimitable speeches, it was to give the repob txans to understand that they CO aid not walk over the minority uith hobnailed shoes on without step ping on something that hart*. Mr. Williams will be the next floor leader of the democrats, by urn men consent on the part of the democrats of the next House, that he is the best equipped man in the House for the p si lira, and the re publicans will have some hard sled ding to walk over him. They net only fear him, but they respect him as well, and it will be my pleasure and | rivilege to give the readers of this paf-er a pen sketch of this brilliant man in the near fu ture.
