This plan is in brief to devote the net earoinfs of t e penitentiary, or M much be needed, to the building and maintenance of the re formatory. tw&i- We are so ry that some of Mr. Kerr's associates in the manage ment of tbe penitentiary are op poeed to his excellent idea, and we hope they can be Hi luccd to with draw their opposition. Since writing the above we find the following in 4he Charlotte Ob server on the same subject: "That appears to be an excellent idea. There i* something repulsive about a State making money out of its criminals, and this use of funds scenting from their labor seems to be most appropriate. The fact that there is opposition to the plan on th» part of members of the board is to be regretted, for the State certainly needs a place for its youthful crim inals, and a direct appropriation by the Legislature for such ■ purpose is indeed doubtful" North Carolina it behind her lis ter States ia this particular matter snd it is not consistent that she shall remain so; for we are in advance of many States in other important mat ters of public policy. The objection that has been rais ed, when this reformatory matter waa before the Legislature a few years ago to the effect that the in mates of such an institution would be chiefly composed of young ne groes, ought not to be allowed to defeat the efforts now making ia renewing the aggitatlon of th# subject. f course the two races could, and should, be separated, and the General Assembly csn easily find a way to accompliah that end.
