A QUESTION.
As we sit in our sanctum think
ing of the probable outcome of the
prohibition movement, we think of
the many localities that are at
present enjoying local option, or
prohibition. From statements seen
in various papers all of them are in
condition under prohibition
laws than they were under the dis
pensary or licensed saloons. YV e
' also think of some of the papers in
those dry places carrying whibkey
advertisements. Now, the ques
tion, is it right for the papers in
dry territory to carpy whiskey
advertisements?
In the cities, towns, and counties
.. where the people have voted out
~ , whiskey are not the papers vio
lating the spirit of the prohibition,
or locai apfcon laws, in . carrying
whiskey ads? Are lot the'papers
taking the place of the whiskey
salesmen, and soliciting orders for
the houses advertising in their col

would not the papers help to make

Mr. Small on the Sbip Subsidy

came up tacked onto an
appropriation bill, but was soon
detected, and defeated. Mr. Small
our alert Congressman was on
hand and opposed the measure.
The following taken from a Wash
jngton special to the News and
Observer gives Mr. Small's posi
tion:
Representative Small had two
minutes, but he made a ringing
speech against the subsidy. He

pretense that the increase is fot
the purpose of extending the mail
facilities. "It is admitted," he
said, "under the guise of an amend
ment to the post-office appropria
tion bill a ship subisdy pure and
simple."
Mr. Small pointed out that there
were extended hearings before the
committee by advocates of the ship
subsidy and gentlemen from the
post-office department,' and that
while they advocated this proposi
tion as a benefit to the ship in the
foreign trade not once did they
consider that it was for the benefit
of the ocean mail service.
Continuing, Mr. Small said: "If
we are going to subsidize ships let
us do it in manly, open, candid
way, and not under the guise of
appropriation. (Applause.) If
ycu favor subsidized ships then
make this approbation directly out
of the treasuiy and not fasten it
upon the postoffice department and
thereby increase the already large
deficit."
According to the program of the
Repuplicans a disagreement was
had in conference and the bill was
returned to Congress Saturday for
another vote. The following is
taken from The News and Ober
ver's Washington correspondent in
Sunday's paper:

Mr. John H. Small, in his inter
esting speech in the House against
the bill said among other things:
"I have here a clipping from the
New York Sun of the 17th iust.,
from its Washington correspondent,
giving an interview with Francis
T. Bowles, formerly an Admiral in
the navy, and now at the head of a
private ship building company.
The interview quotes jMr. Bowlrs
as urgently advocating this legis
lation as an aid to our ship building
industry, and he further states that
this mail subsidy is in danger of
failing to become a law on account
of the "incapacity" of a few Re
publican Congressmen. I suppose
this eminent prospective forager
upon the treasury assumes that all
Democrats are suffering under in
capacity for looting the treasury,
but that such defect only applies to
a few o| the gentlemen upon the
other side.

the estimated revenues for the cur
rent year. It is stated that such a
limitation constitutes a justification
for this legislation. Let us see. • I
wish to point out the inconsistency
and the _ ineffectiveness 'of this
proviso. In the first place it is
doubtful if there is any profit upon
our ocean mail service as operated
at the present time, upon a proper
and just calculation. The alleged
profit has been obtained by deduct
ing the sum now paid for carrying
the ocean mad from the gro-s sum
received from ocean postage. This
is an improper method, as can be
shown. Mos't of the ocean mail
matter originates from interior
points but the co->t of that part of
the service io ignored. Neither is
the cost of administration of any
part of the postal service taken in.

Craig Still Gaining

fairly indicative of the ultimate re

man's canvass is wearing the smile
that can't be amputated and the
Craig men all along the line con
sider their man so near to the nom
ination that nothing but a miracle

Congressman Kitchin or Col.

Mr. Craig carried Catawba, Pen
der, Davie, Pamlico, and Duplin.
These were not essentially Craig
counties by virtue of geographical
location, and the claim of the anti-
Craig men that on neutral ground
Congressman Kitchin would make
greater gains than Mr. Craig has
not yet been made good. Mr.
Craig's lead is 61 and a fraction,
very good in consideration of the
tremendous efforts the Kitchin men
and the Home men have been mak
ing to carry counties outside the
Craig end of the state and thereby
make it appear that the Buncombe
county man has no general strength
around the state.
It seems that the democrats of
North Carolina recognize the fit
ness and the excellent record of Mr.
Craig and believe he should be the
next governor of the Tarheel state.
There is every reason to believe he
will be.

PROGRESSIVES ESS THE KEY

In some sections there are local
clubs being organized under the
name of Prosperity Clubs. The
idea seems to be to get citizens to
talk up and work up their towns
and in other ways to stimulate local
trade activity, and so create busi
ness in commercial lines, to'
overcome the present dullness.
Too much talk is often harmful.
The boom town is apt to be the
bluff town, and it does not take
much to puncture it, and so prove
the emptiness of its claims. Pros
peiitv is a relative term. It can
| belong to a few, and exclude the
many. In times of depression
1 every protession,trade and industry
j suffers in degree. There may be
I dull reasons, which affect just cer
tain classes of business. One mer
chant may not be doing enough to
pay expenses, while his next door
! neighbor may be malting money.
Community building calls for pro
gressive building. That is, the
leading factors contributing to local
trade, good transportation service,
agricultural interests, good country
roads, local manufacturing, good
water and sanitation. All these
contribute to community interests
and this means that every citizen
enjoys in some proportionate de
gree the benefits, and not a few, or
a single class are the sole benefi
ciaries. A people that are always
progressive will find themselves
prosperous. It is the local effort
continually, towards u'pbuildiug
that finds results coming. This
dees not mean organizations for
occasions to promote, but it is the
always ready to push forward that
means progress, and froijn it de
velops growth and prosperous local
conditions.

FUNERAL OP MRS. W. C. HASSELL
The funeral of the late Mrs. W.
C. Hassell took place yesterday af
ternoon from the residence, con
ducted by Rev. A. P. Tyer, of the
Methodist church,of which the de
ceased was a member, the inter
nment was made, in the Oakdale
cemetery. She is survived by a
husband and two daughters. Misse*
Kva and Mary Hassell.
The entire community was sad
dened by the death. Mrs. Hassell
came to this city with her husband,
a promineut lumber manufacturer,
five year ago from Williamston,
and soon won for herself a large
circle of warm friends. For the
past year Mrs. Hassell has been a
great sufferer.
The floral tributes from many
friends were beautiful emblems of
the esteem in which she was held.
The rites at the grave were unusu
ally impressive.
The Daughters of the Confederacy
attended the funeral in a body.—

Mrs. Hassell coming from Williams
ton, she moved to Washington
from Plymouth. Mr. W' C. Has
sell , husband of the deceased, is a
brother of Dr. U. S. Hassell of
Jamesville. The family lived in
Jamesville for a number of years,
afterwarde moving to Plymouth.
The friends of the deceased in
this county will be saddened to
learn of the death, and the deepest
sympathy will go out to the be
reaved husband and daughters.
