PAGE FOUR TERMS OF CROP LOANS ALTERED IN COTTON AREA Cotton Will Be Accepted as Collaterial on Basis j 9 1-2 Cents a Pound At the request of a large number of Senators and Congressmen, cooper ative associations, and individuals in the cotton growing states, the Secre tary of Agriculture has agreed to liberalize the t«"rms of the crop pro-| duct ion loans in these states for the relief, of the distressed cotton farm ers. The plan will ease the burden of repayment of such loans and should resuh in improving the cotton mar ket. The purpose of this plan is to cn^ ( courage the storage of cotton, re lieve the pressure on the market, and assist the farmers to care for their families during the coming winter. This action ts also taken in further ance of the efforts of the administra- ( tion to aid the farmers of the coun-1 try. Borrowers who wish to take advan- j tage of the collaterial ,p(an will be re quired to deliver their cotton to the Cottan Cooperative Associations or to federal bonded warehouses. \\ hen delivered tif the latter, cotton must be insured-., and warehouse receipts i will be required to be delivered to authorized field agents of the Secre-[ tary or to "the regional collection of-j fice on sufficient cotton to collater alize the loan at the price above men- , tioned rather than on the quantity re-; | quired at current market prices. Warehouse receipts will be requir ed on sufficient cotton to cover the amount, of the loan together with storage and insurance charges and any advance which may be made for picking and ginning expenses.
