A Tuesday, November 28, 1933 STATE TEACHERS ARE HARD HIT BV NEW SCHOOL LAW a Fare Better at That Thar Teachers in Some Other States of Union §> Raleigh.—North Carolina teacher! have been hard hit by the new schoo machinery law and the limit to th appropriations made for public schoo purposes, and their lot will be stil harder under the new deal when theii requirements will cost more on tlx higher schedule of salaries and costs But North Carolina's teachers are b) no means as bad off in salary reduc tions as are teachers of many othei states, and, by comparison with 3 other states, they may well be sail 1 to be in fair condition. The teachei status in North Carolina is that the) will get such salaries as they will gel in actual cash and for a period of t months. In many other states the great reduction is not in actual sal aries, failure of teachers to gel the salaries for which they agreed to teach. This was also true in several Nortll Carolina communities during the past two or three years, in which the local supplements could not be paid to the teachers, as promised. In this state, however, the teachers' warrants form liens on the money received from taxies levied, and in many cases these warrants are still being paid as the money comes in. This is not being done in many other states. In addition it is shown that there are; 830 dis tricts whose warrants will not be cashed at par; 492 whose warrants must be discounted 10 per cent or more; 140 districts whose warrants will not be accepted f r cash or credit in form of school equipment for teach ers beard or clothing without discount of IS per cent or more, and 800 to 1,000 teachers will receive less than SSOO for the year's teaclung. North Carolina's 23,000 teachers, by comparison, will receive an average of $558 this year, white and colored. The salary range is from $360 to $720 a year. Of the 16,000 white teachers, about 10,000 fall in the classes of those getting between $560 and $720 a year, figures in flic '.fiice of the State School Commi sion indicate. In a compilation made and issued in pamphlet form by the Office of Edu cation, U. S. Department of the In terior, covering school activities and prospects for 36 states and the Dis trict of Columbia, an interesting pic ture is presented. Of special import »noe is the summary relative to teach ers' salaries in the 36 states, furnished in each case by the State Superintend ent. North Carolina's report in this pub lication is among the best. It states: "State schedules reduced from those of 1931-32 and 1932-33 10 per cent in iddition to loss of experience incre ment. For 1933-34 state schedule will probably be reduced 30 per cent be low 1930-31. No supplements by lo :al funds in most cases. No loss of state's salary funds; only local funds behind, if any. Salaries well paid." I In striking contrast to this are the, brief reports of many of the 36 states, relative to teachers' salaries. That increase, it in assumed, the market will stand without forcing the potatoes down to a price below the cost of production. Rut should the increase go beyond the percentage indicated at last available reports results to prices, A. E. Merck er, potato specialist of the Depart ment of Agriculture; told growers last week, would be disastrous. Interests concerned primarily in see ing that an abundant crop of potatoes is produced and in thus preventing high prices have in the past, through hook-ups with fertilizer, seed, and commission concerns, foktered share and contract planting with a view to assuring acreage that would protect them against high prices. Growers who lend themselves to this scheme because it relieves them of cash* outlay in planting their crops and insures them against heavy losses are Jutting their own throats, accord ing to statements made by Mr. Merck er in the potato outlpok meeting held last week. " ~ p Tobacco Payments Will Be Made Soon $ Rental payments on tAbacco acre age taken out of production will be made between December 15 and Feb iai.v 15, or within 30 days after the grower's contract is accepted by the Washington office. The price equaliz ing payment on tobacco sold before and after the market holiday will be paid as quickly as possible after the grower has signed a contract to re duce his acreage in 1934-35 and within 60 days after the application for pay ment has been accepted.
