Insuring Bank Deposits
For the first time in our entire history, bank de
posits became 100 per cent safe on January Ist, when
almost every bank in the United States was licensed
under the law and their deposits fully guaranteed by
the government.
No one should now suffer uneasiness or loss of sleep
on account of their bank dejwsits.
This law will likely draw one or two billion dollars
from the old safes, old trunks, and other hiding places
around the home and from women's stockings and go
to the banks for a safer place to keep it.
While banks have lost big lots of money during
the jMist decade, taking a period of a hundred years
the losses have been remarkably small. In fact, the
people have lost far more money from theft, fire, and
bad fßickets during that [>eriod than has been lost in
bank deposits.
The movement to guarantee bank deposits was one
of the few forward movements that politics did not
dominate. The bill was introduced by a Republican
and fully approved by the Democrats, which is an
other illustration of the benefits to be derived by pull
ing together.

Unifying CommunicMtions

The despatches from Washington say that the Ad
ministration's legislature program includes a bill for
unifying the country's communication agencies—tele
graph, telephone, and. radio —under the control of a
new governmental unit.
Not long ago such a scheme would have brought
forth vigorous protests, and solid citizens would have
lieen utter, in horrified tones, such phrases
as "socialistic experiment." But we fancy that now
the people will not be greatly shocked by the pro
posal. There have been so many violent upsets in
affairs governmental and commercial, in the last year
or so, that this unification plan seems, relatively, a
mild innovation.
For the government to assume a rigid supervision
of communications seems to be a step in a natural
process of evolution. The vastness of the system, and
the fact that the proper functioning thereof is inter
fered with by conflicts between national and state
jurisdictions, point clearly to the advisability of a
larger measure of federal control.
Probably it will be said that the present unifica
tion scheme is merely a stage in the progress toward
government ownership and operation, and probably
this is correct. The government has always run the
post office, which is one part of the communications
system. In many other countries, the post office, the
telegraph, and the telephone are all together in one
governmental department, and some day we may see
such a consolidation in the United States.
License Without Cost
New Bern Tribune
Agitation for enactment of legislation by the State
of North Carolina which would require automobile
drivers to be licensed, is being renewed. Various in
dividuals and agencies are taking up the matter again,
and it appears that something may be done about it.
It will never do any harm to impose the requisite
of an official permit, issued by a competent agency,
after proper examination of the applicant, on the per
son who operates an automobile. The reports of the
toll of life taken every week on North Carolina's high
ways offer mute evidence of the need of every possible
safeguard to traffic. In meeting the need, attention
must be paid first to the type of persons who operate
the automobiles.
Every person who drives on our highways should
be required to undergo an examination, and permit
ted only if thoroughly competent to drive a car. There
should, however, be no charge for the license. The
automobile owner is already paying enough tax for
the privilege of owning and operating his machine. j
