(2) He has consistently supported all defense and war legislation hotlt before I'earl Harbor and after. His speech in favor of the Lend-Lease Bill is universally regarded as one of the most masterful and powerful ever delivered on the floor of the Senate. (3) His influence as Chairman of the all-important Committee on Commerce in carrying to completion the program for the construction of 2300 merchant vessels to serve as a life-line to our hrave American soldiers, sailors and marines wherever they may be. For this service and other services rendered in connection with the war effort, Senator Bailey has been warmly thanked and com mended by Admiral E. S. Land, Chairman of the United States Maritime Commission, Robert II. Hinckley, Assistant Secretary of Com merce for Aviation, and other Democratic leaders.
