WOMEN'S INTERESTS WOMEN FACING FOUR PROBLEMS OF LEGISLATION Miss Harriet Berry Points I Out North Carolina's Out standing Needs As She Has Seen Them RECAST TAX SYSTEM > Re-organize School Sys tem, Promote Agricul ture, and Protect Forests Are Major Tasks Raleigh. Sept. 8. ? For years North Carolina's problem*, their solution, and the future possibil ities of the state have been dis cussed by men. It Ik only within recent years that women have be gun to take an active part In pub lic life. From the standpoint of a wo man who has been In public life for the last 20 years, what are North Carolina's most Important problems of today? What are the state's problems from the woman's standpoint? They are four in number, a c corilljifc to one woman who has spec* tho last 20 years In North Carolina public life: t, A recasting of our present taxing system." 2. The reorganization of our public school system. 3. Tho promotion of agricul ture through the perfecting of or ganizations In farm communities for efficient marketing, reason able financing, etc. 4. Adequate protection of the existing forests and reforestation of out-ovef areas and barren lands. Those are North Carolina's out standing problems of today. In the Judgment of Miss Harriet M Ber ry. organizer of savings and loan associations, editor of the Market News, and secretary of the North Carolina Cood Roads association. Some of these problems "can b. remedied with legislation,' Miss Berry says; "others must be worked out by already existing I agencies working with the people 'hemselvos." "The solution of our education al and other prnbloniit" depend upon the recasting of our tax svb Msm. Miss Berry bellevcK. "There | bould be a uniform state tax levy Ion all property, real and personal, ^corporate mid consumers, for the Support of a real public school system. This will have to be done before the country boys and girls, coSsUtutlng from 60 to 70 pnr cent of our people, ran have edu cational opportunities commensu rate with the city boys and girls." Miss Berry does not favor an additional tax on farm lands, but a tax on certain luxuries such ha tobacco products, cold drinks, cosmetics, and other luxuries. The reorganization of the pub lic school should be such as to make "uniform standards as re gards teachers, books and equip ment for the country as well as the city children." This can come about. "North Carolina's advantages in soil, climate, and geographi cal location should enable her to become one of the largest factors in the great eastern consuming centers." Miss Berry believes. But to accomplish this there must be worked out "for each farm com munity an agricultural program which will put farming on a hnsi ness-like and efficient basis." Forest conservation and re forestation will develop a tre mendous sources of revenue In the course of 25 or 30 years.
