The State of North Carolina seems destiued to fill aa important part in the Spanish-American war. With the death of Ensign Bagley comes the news of the killing of a navy attache from Carteret county, and following this the death of W. JM. Barbee and J. M. Colclongh, of the North Carolina troops, who were killed in the wreck of the train which was conveying the troops to -Florida on Sunday lust. From the spirit whioh prevailed in the Judicial Convention, it looks like the Democrats of the First Dis trict are working in harmony. The nominations of candidates for Judge and Solicitor were made by accla mation. It is trne at this time there is some division among the party leaders as to the co-operative move ment, but we are sure all differences along this line will be done away with before the campaign fully opens. If the proposition from the 1'opuhst party is such as the Demo cratic leaders deem wise to accept them the co-operation will be accep ted. Surely the Populist party can wish for nothing better in the First District than Geo. II. Brown for Judge, and Geo. W. Ward for So licitor. Shall we save the State from Russellism and negro rule? is now coupled with the great ouestion or expression, "Remember the Maine, and Iree Cuba." Shall we do it must be followed with the pointed question, can wo do it ? Yesterday and to-day the Demo cratic people are assembled in Raleigh and the question of white supremacy and white metal confronts them. There is before this Democratic con vention a proposition from the Populist party for co-operation. The Butler faction of the late Popu list convention ruled over the Skin ner faction. What does it mean ? Butler said in the last campaign, when he was elected to the United States Senate, that Russell and Re publican rule was right, notwith standing the Democratic party won dered how the' two parties could combine. Now this same Butler, perhaps seeing the error of his way. lights against the party that elected him, ana advises his party toco-operate with the very party he hag de nounced. We agree with Senator Butler that the white people must come to gether. We knew he wa3 wrong before, and said so, yet we fear that the teachings of the last campaign is more in keeping with the nature of his party than he thinks. We would gladly welcome co-operation of the white people the silver people if the end sought could be attained, but this fusion business has so far proved a farce that the masses are afraid of it. The action of the late Populist convention was not an expression of the masses of that party, but of its leaders its office-seeking element. From the action of the Populists in the last election should be evi dence enough to show that co-operation between them unci the Demo crats will fail. Some sections might protit by it, but others could not. For instance, in the Fact the Popu lists openly asserted that if the fight vurnc; between Kepublk-ans and Dem ocrats they would 'accept the lesser of the two evils,and vote with the Republicans." . This they did in Washington county, where fusion was perfected between Democrats an d. Populists. They would go to the ballot box with a ticket bearing the names of the combination can didates, but before casting that bal lot the names of the Democratic candidates Ave re scratched. With such feelings existing, we say fusion must fail. The Populists have but little to lose. Its 30,000 voters now have all that they could expect in the way of offices', and those who recommeud fusion seem to have no other pur pose in view. If it is for principle and better government they clamor, why did they go to the Republicans ? If their politics and all is so near Democratic, why do they want fusion? Why don't they come into the fold and vote with the party that offers them the relief they de mand? We do not believe the present Democratic convention will accept Butler's co-operation proposition, but we hope it will open the door of the Democratic party so wido that all who honestly seek this talked-of-relief, may find an easy entrance. We would not invite them as a party but as individuals. If the honest masses could rule the two parties it would all bo well, in fact if the honest masses had ruled, there would not have been any need for a Populist party. It is corrup tion that has brought North Carolina down, and if the same class of pie- hunters are to dictate at the con ventions and elections there will be no change. Two Millions a Yeab. At a special meeting of the Board of Com missioners of Washington county held on Monday May 2nd with all members present the following business was transacted : Minutes of last meeting read and approv ed. Johnson be released of poll tax for the year 18'J7, wrongfully listed he being over 51) years old. Ordered that Levin Bowen be allowed to sell spiritous liquors on Washington street in building formerly occupied by Jos. Tuck er as a harness shop, the building formerly occupied by said Bowen on Water street, having been destroyed by fire. Ordered that Thos Armisteadbe allowed $2 00 in clothing and one full ration per mouth until further orders. Ordered that Levi Collins be allowed one full ration per month until further orders. Marri ner, Clerk Superior Court, the same being for fees due officers and witnesses in State cases determined at Spring term 1898 Wash: ington County Superior Court. Whereas at the Spring Term 1898 fcf the Superior Court of this county, the Grand Jurors examined the office of Register of Deeds and Clerk 01 the Superior Court and reported to the Court that the Records of said offices would be unsale in case of lire, and it is the opinion of this Board of Com missioners that the County of Washington requires and , naeds a tire-proof record building lor the preservation and safe keeping of tho public records, papers, doc uments, &o., of said county. Therefore by the authority vested in us, when in our opinion it becomes uecessary to build, re pair, or enlarge our Court House and to raise money to make such repairs or to build any new buildings for such purpose as set forth, and acting in accordance with such laws and the report of the Grand Jurors aforesaid, It is therefore, resolved by unanimous vote of the Board that they will build a fire-proof record building for the purposes above set forth. It is further resolved by unanimous vote of the Board that a contract be made and entered with the B. F. Smith Fire-Proof Construction Compauy of Washington, D. C , by the Chairman of this Board and the Register of Deeds, Clerk ex-'officio to the Board of County Commissioners under seal of said county, to build and equip complete a Fire-Proof Reoord Building ready for oc cupancy, on or before the 15th day of September 1898, for which the county will pay on completion aud acceptance the sum of ($1 000) four thousand dollars, iu the following manner: four huudred dollars annually together with legal Interest at six per cent, annually, in ono to ten years, issuing bonds on the county for these sums by virtue of authority vested in us by the resolutions aforesaid passed by full vote of this Board.
