Lacy emphatically voting in the negative, the Council of State deter mined to proceed with the issuance and sale of $500,000 bonds for the state's educational and charitable in stitutions as provided by the last leg islature in its six-year building pro gram. The action of the Council of State followed the conference with the heads of the institutions and the build ing commission. The sentiments of the institution heads were embodied in a resolution which was submitted to the Council of State and adopted. The resolution itself was signed by Dr. Robert H. Wright, of ' the East Carolina Teacher Training School; Dr. I. B. McBrayer, superintendent of the State Sanatorium; Dr. J. I. Foust, pres ident of the State Normal at Greens boro; Dr. E. K. Graham, president of the University of North Carolina; Dr. W. C. Riddick, president of the State College of Agriculture and Engineer ing; Dr, Albert Anlerson president of the Central Hospital for the Insane; Dr. John McCampbell, superintendent of the Western Hospital for the In sane at Morganton; Prof. J. T. Alder man, acting superintendent of the State School for the Blind and Deaf; Dr. W. W. Faison, superintendent of the Goldsboro Hospital, and C. E. Boger. The institution heads and the Coun cil of 'State by endorsement of the resolution, "believe that the State of North Carolina is abundantly able and willing to take care of Its institutions in the medorate degree provided by this act, and at the same4time bear her full share of her war responsibil ities." Highest Birth Rate. Raleigh. North Carolina tops the list of registration states with the highest birth rate recorded. According to Dr. J. B. Gordon, state registrar, our birth rate for 1916 was 31.9 per thousand population while the latest published federal report for 1915 shows Connecticut and Michigan tie ing for second honors with a rate of only 26.7.. Another very surprising thing to many people according to Dr. Gordon, will be to learn from North Carolina's vital statistics that our white birth rate is 32.2 per thousand whites as against only 31 per thous and for the colored population. , The fact that our white birth rate Is higher than our colored rate is found to con form to the findings In every other registration state in the Union. , A still more striking finding is that while North Carolina has a high birth rate we also have a low death rate, only 13.0 per thousand population for 1916. In analyzing the death rate Dr. Gordon finds that the white death rate is much lower than the colored rate. Requisitions Full Output. Durham. In order that American soldiers in France and in training camps for this country may be sup plied with their favorite brand of smoking tobacco, the government has issued orders taking over the entire output of the American Tobacco Com pany's Bull Durham brand of tobacco. The tobacco is all manufactured at the local plant, and the order is now opera tive. The order taking over the output of Bull Durham does n6t mean that the company's business has been com mandeered by the government. It does mean, however, that from now until the time when all government needs have been supplied, no Bull Dur ham will be sold for domestic con sumption. NORTH CAROLINA BRIEFS. The Barium Springs Orphanage has received a bequest of $40,000 from the late John C. Burroughs, a wealthy citizen tf Charlotte. Glass has been found In candy bought by a citizen of Charlotte and the matter has been referred to offi cials at Washington. A deep snow fell at Pilot Mountain in the recent cold weather prevailing over the State. North Carolina has realized the one million dollar mark in her Liberty Loan campaign, with Cumberland county leading. The decomposed remains of a body washed ashore on Shell Island, about two miles off Wrightsville Beach and opposite Moore inlet, was buried by the health department without the formality of an inquest. Coroner Hol den not deeming this formality nec essary. The town of Mooresville has won the right to fly the honor flag offered by Secretary McAdoo to town first raising their quotas. The $10,000 structure of the Mt. Zion church at Concord has been de stroyed by fire, with only $2,000 in surance. Thomas Frazier, alleged to have robbed a bank in San Francisco re cently, getting away with over $10,000, was arrested while walking along one of the principal streets of Charlotte by Detective Bradley, of the city police department, who recognized the man from photographs sent out from the California city. ADDITIONAL MATERIAL jan:es 5:15 18. SENIOR AND ADULT TOPIC Vision and service. The hopes of the disciples were crushed when Christ announced his death on the cross. They were unable to see how victory could Issue from death. Jesus took with him Peter, James and John, and went into the mountain apart by themselves. Ac cording to Luke, they went there to pray (Luke 9:28). While, doubtless, he longed for fellowship and sympathy as the shadows of the cross were fall ing upon him, his chief desire was to get the disciples apart and Into a state" of receptivity, so that he might show them the methods of the kingdom. Be fore going into the mountain, he de clared that there -fre some standing in his presence who would not taste of death till they had seen the kingdom of God come with power (v. 1). That their drooping spirits might be revived .and their confidence restored, he was transfigured before them. The disci ples sorely needed such a vision. If the faith of the disciples was to be kept through the dark hour of the cross which was looming large before them the light of the eternal must beam forth. The disciple now, ns then, needs a glimpse of the glory be yond the cross in order to face the is sues of the hour. I. Jesus Christ Glorified on the Mountain (vv. 2, 3). He took his dis ciples "by themselves" and was "trans figured before them." This shows the purpose terminated upon the disciples and not upon himself. Christ's rebuke of Peter for his unwillingness to hear concerning his death apparently for a ttiu estranged the disciples from him. To heal this breech, an unusual trans action was required. His "shining rai ment" was typical of that glory which shall be manifest when he comes back to the earth. II. Peter, James and John Repre sent Israel in the Flesh in Connectfe With the Kingdom (v. 2). Christ Is peculiarly the King of Israel. Accord ing to Ezekiel 37:21-27, they are to be the central people in the kingdom. This people shall be gathered from among the nations, united as one in that kingdom In their own country. III. Moses and Elias Appeared in Glory With Jesus (vv. 4-13). These men In the gloriified state are typical of the state of the saints in glory. Moses, who was once denied an entrance to Palestine, appears now In glory, repre senting the redeemed of the Lord who shall pass through death into the king dom. The thousands of the Lord who have fallen asleep, at Christ's coming shall be awakened and pass into the kingdom through translation. Many shall be living upon the earth when the Lord shall come, and they, with out dying, shall be changed and pass into the kingdom (1 Cor. 15:50-53; 1 Thess. 4:14-1S). 1. Peter's foolish proposal (vv. 5, 6). Moses and Elias, who had been a long time in glory, would be ill at home in a tabernacle on the mountain side. It would have been to Peter's credit to have been silent, since he knew not what to say. 2. The Divine voice out of the cloud (vv. 7, 8). lie Is declared to be the beloved Son in whom God is well pleased. When one desires to know what pleases God, look at his perfect Son, Jesus Christ. 8. Jesus' charge (vv. 9-13). He instructed them that they should tell no man concerning the things which they had seen until he had risen from the dead. IV. The Mighty Power of the Divine Servant (vv. 14-29). When they de scended from the mountain, they saw a great multitude in a state of per plexity. The immediate cause of their perplexity was the grievous state of a young man who was possessed with a demon (v. IS). The father of, the (he young man had appealed to the disciples to cast the demon out, but they were unable. When they brought him to Jesus, the foul spirit was re buked (v. 25). and came forth. This young man's state is representative of the nations who are oppressed by the devil. The people were grievously op pressed. There are times when the devil is especially active in the op pression of men. During Christ's so journ on earth he seems to have been very active, and we have reason to be lieve from the Scriptures that just pre ceding his second coming he will be even more active; for be knows that his time is short. One of the ominous signs of the imminent coming of the Lord is the almost universal activity of the devil among the nations in this hour.
