PLAN CALLS FOR ?Continued from page 1 groups of parents from all parts of the county seeking better school facilities. The Board conducted a county-wide survey in October of last year under the direction ol' W. F. Credle. State S^ho
U> increased attendance, building conditions, etc., over a 10-year period. The survey revealed that in almcst every school in the county enroll rnent h?4 increased steadily, that practically every school is now inadequate as to number of class rooms and physical repair. It was at this time that the> court con demned the Barkers Creek build-, mg as unfit for us. Following an exhausive study of the survey report Mr. Credle re turned to Sylva in January with members of a sub-committee on State planning of plans and plants, nd with an architect, Supt. The program needs some money but has a good bit already even befcre the drive starts. We're all i tired of DRIVES so this committee I does not p*an to make one. How i ever, we serve NOTICE that Mrs. Wiinia Jone> at r.jme or oifice, and Mr. Gr-yson Cope at home or office will accept ycur contri butions to the City Recreation De partment. Here's what we will do with the money: 1. Enlarge and put in perfect] condition the Swimming Pool by June 1, 1948. 2. Help the Lion's Club install their $1500.00 worth of swings and park equipment that is already in Sylva to be put together. 3. Assist the American Legion as they assist us in remodeling and running the Club House for games, dances, parties, concerts of our band, and the many other things a City or Legion owned clubhouse should do and be. 4. Furnish tennis, miniature golf, pony riding, picnic area, and see that it's all kept in good con dition and supervised. 5. Hire a good teacher who will give all his summer and lots of his winter to seeing that it all goes along as it should! 6. Try to attract and help all tourist, country youth, and city children to enjoy life in Sylva more that ever before. If you feel these are worthwhile projects help this committee by turning in to them thru Mr. Cope or Mrs. Jones some of the money that you would otherwise have to pay in income taxes. Such gifts are I tax-exempt. Please help us at once and join the several who hav al ready done so with no request on . our part. Thank you. I partment of school buildings and together they visited every school i in the county except Cashiers and Glenville. It was Mr. Credle's opinion that the proposed building program could be carried out with an estimated expenditure of $600, 000.00. Members of the commit tee estimated it would cost $750, 000.00 to one million dollars. COUNTY-WIDE PLAN This plan included: consolidation! of Barkers Creek and Wilmot into standard elementary school; Dills boro and Dix Creek into standard elementary school; consolidation of Beta, Addie and Willets into stand ard elementary school, with mod ern new building in each district; building of a new school at Cash iers; additions and repairs at Glen ville: petition state highway com mission to repair roads in Canada district so that five one-teacher schools could be consolidated into a standair?Pt?+effientary school. It was Mr. Credle's opinion that the[ State would authorize three or four high school teachers to pro vide a sub-standard high school in Canada township, to be sub standard only as to number of I teachers, but standard as to sub-i jects taught. Mr. Credle said that this was the only township (Cana da) in the entire state without high school facilities, and that this proposed type of school is work ing out well elsewhere in the State. I The pi ns further provided for; J consolidation of Webster and Sylva High schools with a modern new building located some place in East Sylva, this would provide one of the better high schools in" the Calendar of Events Thursday, April 8?Smoky Moun tain District Court of Honor, Boy Scouts of America, will be held at the Method.st Church at 7:30 p. m. State; to build a gym and an audi torium at Webster for a standard elementary school; add to the Sylva High school building to be used as, additional elementary building; re pair and painting of other schools such as John's Creek, Qualla, and Savannah making them into stand ard elementary schools. ACTION QUICKENED With the closing of the Sylva elementary school by court order | the Beard's original program was! considerably up-?et as the loss of! this large building demanded im mediate plans for replacement' either through repair or a new, building. The Board had no funds with which to do either so mem bers made a trip to Raleigh seek ing authority to call a bond elec tion for the estimated $600,000.00 as estimated by Mr. Credle. They were informed that Jackson coun ty could not legally issue over, $480,000.00 in bonds which caused further revisions in the original plans. To be able to issue and sell bonds on the market complete I plans, stating definitely where and for what the money is to be used, has to be made to the bond buy ers. In order to clear the way for the calling of a bond issue the board set up a new plan as fol lows: Call for a bond election for the issuance of $480,000.00 to be, used in a new building for Bark ers Creek and Wilmot with an es timated cost of $150,000.00; alter ations and repairs to the Sylva elementary building to make it usable at an estimated cost of $50, .000.00; consolidation of Beta, Ad die and Willets school and a new building estimated to cost $200, 000.00; alteraticns and repairs to the Glenville school, estimated to cost $25,000.00; alterations and re pairs to the Cashiers school es timated to cost $30,000.00 This would take most of the $480,000.00. C., visited friends in Sylva Mon about half this amount, if and when avialable and hold the other half ($280,000.00), for the purpose of matching dollar for dollar State aid school building funds, if and when they become available. It is the opinion of many that the next General Assembly will pro vide funds for aiding counties in school building programs. The only way Jackson can participate in such funds is by having money onj hand with which to match state funds. j If the money is provided through1 a bond issue the Board plans to do only the most necessary work immediately, which is the erection of the Barkers Creek ? Wilmot school, and repair the Sylva ele mentary building until after the General Assembly meets in Jan uary. If the election for the bond is sue fails to carry the board will then petition the County Commis sioners for a direct school building tax levy for money with which to build and repair the condemned buildings. There is nothing else that they can do.
