There Is nothing In It that cannot be carried on after a Uttla practice Just as well as the present law Is. . "Ths Idea that It Is Impossible to) find out what the American valne of a piece of goods, Is when you are sup posed to find out the forelcn value seems, to me prepostcrmis. There Is one more thing to bo kept In mind. The only way to talcs care . of depreciated currency at the present time and to make the .manufacturer aafe and able to carry on his business under depreciated currency, Is to put aside the need for the manufacturer to wonder In what currency the duty . will be assessed on the goods with which he has to compete, and wonder one day what It Is going to be the next. Be must hava It fixed on the one stable thing In the nnanclal world, and that la United Btatea. inonoy. This Is something that does not change and will not change. And the . only way to have stable duties, tho only way to have duties that will say what they mean and moan what th'-y nay, In the tariff law. Is to have a duty that when It depends on the value jt the goods It depends upon Its Amer ican value and" not on tho value that It has In a foreign country that changes from day to any sua from hour to hour."
