WHEREAS, a petition was present ed to the Board of Commissioners of Madison County, on the 16th day of December. 1928, signed by more than 200 resident freeholders of Madison County, and more than 150 of said petitioners residing outside Of the corporate limits of the Town of Mar shall, and WHEREAS the names subscribed to said petition were duly certified to the Board of Commissioners, and WHEREAS, upon said petition the Board of Commissioners ordered a special election to be called on the 9th day of April, 1929, the said petition ers requesting an election to be called for the purpose set forth in said pe tition, the following being a copy of the same: MADISON COUNTY, NORTH CAROLINA. A 1-ETITION REQUESTING THE BOARD OF COMMISSIONERS OF MADISON COUNTY TO CALL AN ELECTION FOR THE PURPOSE OF SUBMITTING THE PROPOSITION OF ESTABLISHING AND MAIN TAINING A PUBLIC HOSPITAL IN MADISON COUNTY. WHEREAS, the Duke Foundation, through its duly authorized represen- I tatives, in order to encourage the es tablishing and maintaining a public hospital in Madison County, has of fered to donate a sum practically e qual to the amount that the County of Madison may provide for such pur pose, and WHEREAS it has been made to appear, in order to better protect the life and health of the people of Mad ison County, and especially that class of the citizenship of limited means, that there is a great demand and need for such a hospital. NOW THEREFORE, we the under signed residents, free-holders of said County respectf ully request the Board of Commissioners of Madison County to call an election for the purpose of submitting to the qualified voters of said County the proposition of said County of Madison, issuing and selling $37,500.00 of thirty years se rial bonds, and to levy a tax for the payment of said bonds and interest thereon, the amount of said bonds to be supplemented by a donation from the said Duke Fundation. The said money to be expended in purchasing a site and erecting and equipping a suitable building thereon, at some place to be selected wihtin the cor porate limits of the Town of Marsh all and the said hospital to be con ructed and managed as prescribed in Chapter 119, Article 2, Consolidated Statutes, N. C, Municipal Hospitals. In compliance with said petition and the matters set forth in the pre amble hereof, the qualified voters of Madison County will take notice that an election is hereby called to be , nM n, thn nth dnv f a ni 1000 held on the 9th day of April, 1929, y authority and in compliance with Chapter 110, Article 2, Consolidated Statutes nf North Carolina, to de ermine whether or not the Commis- ioners of Madison County shall issue nd sell serial coupon bonds, not ex- ceeding $37,500.00, and to levy a tax as provided in Section 7255 C S., not to exceed one-fifteenth of one cent on the dollar for a period of time not exceeding thirty years, the said bonds and the said tax being for he purpose of establishing and main taning a County public hospital as hereinbefore set forth. For the purpose of said election a new registration of the qualified vot ers of Madison County is hereby or dered. There shall be submitted to the qualified voters of Madison Coun ty at the said election substantially file following ballot to be voted : Yes. For a tax not exceeding one fif teenth of one cent on the dollar for a bond issue for a public hospital and for maintenance of same. No. If a majority of the qualified voters at said election, on the proposition hall be in favor of a tax as submitted or a bond issue for a public hospital and for maintenance of same, a tax o authorized will be levied and cpl ected in the same manner as other axes are collected and applied to the tfrposes herein specified. ' ' The said election shall be held at the regular voting precincts in Mad iaon County on 9th day of AprC, 1929, and shall be conducted as pro vided by law for the election of State and County offices. The registration books shall be opened for the purpose f duly qualified electors registering n the 9th day of March, 1929. The registration books shall be closed for registration at sunset on the second Saturday, the 30th day of March, J929, before said election, on' each aturday durjng the period of .regis tration, the registrar shall attend with his registration books at the, polling place of each precinct or ward for the egistration of voters. That each registrar shall attend the polling; place of his township or. pre cinct with the registration books on Saturday preceding the election, from tihe hour of 9 o'clock A.
