The plan provides legal means for suspending the public schools and get 'doe so in the pretense of .preserving hem. "Ifi 5. Students dissatisfied with the. mixing of races in a particular school may become eligible ' loir grants to attend private schools which are largely non-existent in North Carolina (only 12). 6. The allotted grant per year of $135 would not begin to pay tuition for a private school and would result in the education of the rich and the illiteracy of the poor. 7. It would be impossible to maintain uniform standards in multiple private schools. 8. Operation of private schools would open the door (or political graft and corruption in use of State funds. 9. The plan would encourage agitators to clamor for the clos ing of schools whenever Negro citizens seek admission to them. 10. The proposed amendment of fers the citizens of North Caroli na no alternatives. The implica tion is that the Pearsall Plan is the only answer. In concluding his remarks, Dr. Seymour quoted from an editorial in the current issue of the Bibli cal Recorder in which Governor Hodges is reported to have said a year ago, "Abolition of the pub lic schools and their replacement to a most uncertain extent by pri vate ones is a last-ditch and double-edged weapon. Iff that weapon is ever used in North Carolina, its results will be appalling ig norance, poverty ,and bitterness." Dr. Seymour reasoned, "if this were true a year ago, why is it not still true today?" The Civitan Club adopted the following resolution: "In keeping with our creed as builders of cit izenship, we the members of the Mars Hill Civitan Club register our disapproval of the Pearsall Plan in that it threatens the im minent destruction of our public schools."
