program on his woodland in 1964.
Hs had 117 acres of woodland at
that time, today bo baa 181 acres
of woodland; which has a growth
rata of 897 board feat par acre per
year and it la expected to increase
appreciably in the near future.
Mr. Fred Tilson, who baa 76 ac

tensive management program in
1944, has 53 acres of woodland of
which is averaging 615 board feet

ty is proud of both of these men
and the fine job they are doing in
showing people in Western North
Carolina that money can be made
in woodland.
T would like to point out that
just four of these awards have
been given in the history of this
two of these are in
Madison County, which is only
proper, because mere is greoi po

ed, the meeting was over.
The protest notes that the Re
publican precinct officials who were
appointed at the meeting "were not
recommended, approved or quali
fied to represent the Madison Coun
ty Republican party."
Briggs charged in the protest
that some of the election officials
appointed, both Democrats and Re
publicans, hold public office, some
work for the county or state, some
have criminal records, and that at
least one is under age.
Briggs' protest contends that "it
is apparent from the kind of pre
cinct officials who have been ap
pointed, with their present employ
ment by the state and county and
their close friend relationship to
other public officials and candi
dates, that it will be difficult, if not
impossible, to secure a fair election
in Madison County, particularly
since there is no representative of
the minority party who was recom
mended by its county, chairman;
"That the present Board of Elec
tions acted arbitrarily and in bad
faith and in a deliberate effort to
prevent the minority party from
having local members to act as its
officials;
"That free elections cannot long
prevail in this state if they are
conducted by one party as they are
in dictatorships, and here in Madi
son County there is BfcrtrHJvicJCTWs'
of a one party domination through
evil use of the election laws."
Concluding his protest, Briggs
asks "that an investigation of said
meeting and appointment be con
ducted, and if this investigation re
veals that the Board of Elections
acted arbitrarily and in bad faith,
'hat the (board) be replaced by per
sons who will perform their duties
according to law ;
"That in the event the board mem"
hers are not replaced, that said
board be directed to reconvene and
Bppoint election officials as the law
provides ;
"That, in any event, proper mea
sures be taken to insure and safe
guard fair and honest elections in
Madison County in keeping with
the spirit and intent of the law."

Mrs. Gosnell'a statement concern
ed itself largely with Briggs' ef
fort to find the place of the meet
ing, in which she assisted. one
said she located Freeman by tele
phone in the meeting room, and
that he informed her the meeting
was over.
The affidavit sworn to by Free
man and Snelson said the meeting
was called for 10 a. m., on April

Thev said they discussed waiting
' i:e
a few more minutes to see u a ii
would show up, but Freeman said
Democrats had no list and "it was
agreed unanimously that the meet
ing would continue and the officials
for the ensuing two years would be
named in the absence of a list from
either the Republican or Democrat
ic chairman."
They averred the selection was
harmonious, with only two differ
ences of opinion in 69 names, and
that the meeting had adjourned
when Freeman received the tele
phone call from Mrs. Gosnell.
The affidavit quoted Briggs as
Ravine- he had been delayed by bus
iness and bv a highway patrolman,
and that Freeman told him well
board was not responsible for bin
personal buisness or for nomyingi
him of the meeting.
The Freemsn-Snelson affidavit
concluded bv saying allegations that
the board named precinct officials
under age or with criminal records
were false.
The three affidavits were sworn
before Superior Court Clerk Her
bert Hawkins.
State Board Chairman William
Joslin said meanwhile, "we are go
ing to look into it to see if there
appears to be any serious viola
tions of the law." Joslin said tne
law required the meeting to be held
in public.
But. he added, even if Briggs had
made his recommendations to the
board in time, "I don't think it
would have made any difference."
Joslin said the law does not re
quire boards to name precinct of
ficials from lists submitted by par
ty chairmen.
The law says the county board
may appoint from such lists but
does not say the board "must" ap
point from them, Joslin said.
