Sidney McClure White, 80, of

Asheville, died Saturday
following an extended illness
A native of Madison County
and a resident of Buncombe
County most of his life, he was
a retired farmer and a former
employee of Burlington In
dustries. He was the son of the
late Mack and Azille Rash
White.
Surviving are his wife, Blan
che Keyes White; a son, CTeve
White of the home; six sisters,
Blanche Brown and Vera Grif
fin of Leicester, Lucy Brown,
Agnes Silvers, Essie Wood of
Asheville and Zelma Meng of
Greenville, S.C.; and several
nieces and nephews.
Services were held at 11
a.m. Monday in the West
Funeral Home Chapel. The
Rev. Joe Honeycutt and the
Rev. Janice Sluder officiated.
Burial was in West Memorial
Park.
W.M. Metcalf
W.M. "Bill" Metcalf, 76, of
Route 1, Mars Hill, died Fri
day in an Asheville hospital
after a short illness.
A lifelong resident of
Madison County, he was a
retired farmer and salesman
for French Broad Chevrolet.
He was also affiliated with
Bernard Walker Tobacco
Warehouse for several years.
He was a son of the late Tilden
and Mary Lou Anderson Met
calf. His wife, Minerva Robin
son Metcalf, died July 6.
Surviving are a daughter,
Ruth Moffitt of Winter Park,
Fla.; a son, McKinley Metcalf
of Atlanta; a brother Kmer
son C. Metcalf of Asheville;
two grandchildren and two
great-grandchildren.
Services were held at 3 p.m.
Sunday in the Beech Glen Bap
tist Church, of which he was a
member. The Rev. Stanley
Peek and the Rev. Dearl Am
nions officiated. Burial was in
Mars Hill Cemetery.
Capps Funeral Home was in
charge.

On or about September 21, 1979 the
Town of Hot Springs will request the U.S.
Department of Housing and Urban
Development to release Federal funds
under Title I of the Housing and Com
munrty Development Act of 1974 (PL
93 363) for the following project:
Hot Springs Housing Rehabilitation
and Demolition
Rehabilitation of 15 to 21 substandard
housing units and demolition of 3 vacant,
dilapidated structures in the Silvermine
and Spring Creek target areas. These
areas are located along Silvermine Road
on the east bank of the French Broad
River, and along N.C. Highway 209 and
Spring Creek in the Town of Hot Springs
in Madison County, North Carolina. The
total estimated cost of the project is
$263,280
An Environmental Review Record
respecting the within project has been
made by the Town of Hot Springs which
documents the environmental review of
the project. This Environmental Review
Record is on file at the above address
and is available for public examination
and copying, upon request
The Town of Hot Springs will under
take the project described above with
Block Grant funds from the U.S. Depart
ment of Housing and^ Urban Develop
mem Act of 1974. The*Town of Hot Spr
ings is certifying to HUD that the Town
of Hot Springs and Swan Huff, in his of
ficial capacity as Mayor, consent to ac
cept the jurisdication of the Federal
courts if an action is brought to enforce
responsibilities in relation to en
vironmental reviews, decision making,
and action; and that these respon
sibilities have been satisfied. The legal
effect of the certification is that -upon its
approval, the Town of Hot Springs may
use the Block Grant funds, and HUD will
have satisfied its responsibilies under
the National Environmental Policy Act
of 1969. HUD will accept an objection to
its approval of the release of funds and
acceptance of the certification only if it
is on one of the following bases: (a) that
the certification was not in fact executed
by the chief executive officer or other of
ficer of applicant approved by HUD; or
(b) that applicant's environmental
review record for the project indicates
omission of a required decision, finding,
or step applicable to the project in the
environmental review process. Objec
tions must be prepared and submitted in
accordance with the required pro
cedures (24 CFR Part, 58.31d) and may
be addressed to HUD at 415 North
Edgewood Street, Greensboro, North
Carolina 27401. Objections to the release
of funds on bases other than those stated
above will not be considered by HUD. No
objection received after October 8, 1979
will be considered by HUD.
