Prospects of an open battle on the floor of congress over the pro
posed military appropriations bill of approximately $388,000,000
loomed as alarmist notes were sounded during debute on the meas
ure. The war department program proposes an increase of $23,
803,000 over the 1935 appropriation. Senator Key Pittman of Ne-
vada caused considerable comment by his attack tin Japan while
Senator J. Hamilton Lewis of Illinois discussed the possibility of a
Kusso-Japancse alliance .which would dominate Asia at American
expanse.

Washington. New one dollar silver
certificates are being printed by the gov
eminent and will be put Into circula
tion soon. Secretary of the Treasury
Henry Morgenthau, Jr., announced.
The new money, which will differ
from the existing paper certificates In
design but not In size, Is being pre
pared because the treasury has adopt
ed a new method of printing on the
bills the signatures of the secretary of
the treasury and the treasurer of the
United States. Instead of being en
graved on the dies the signatures will
be printed from steel engravings Just
before the bills are Issued.
Seizing upon this opportunity to
change the design of the money, the
treasury has pluced on the back oi
the bill a reproduction of the Great
Seal of the United States, picturing the
reverse side of the seal fur the first
time In the history of American cur
rency.
The front of the Great Seal is the
familiar American eagle wilh a shield
grasping an olive brunch in one taluti
and arrows In the other talon, stir
mounted by 13 stars and t lie Latii;
motto, "K Pluribus Unuin."
The reverse of the Great Seal, used
for the first time on money, shows an
unfinished pyramid, surmounted by an
eye in a triangular glory. The pyra
mid bears In Iloinuu numerals the year
of the Declaration of Independence.
1770. Above the eye Is the Latin motto
"Annuit Cooptis," rendered as "He
(God) was favorable to our undertak
ings." The motto at the bottom is
"Novus Ordo Seclorum" and is trans
lated as "A New Order of the Ages."
The eye and triangular glory symbolize
an all-seeing Deity.
The pyramid Is the symbol of
strength and Its unfinished condition
denotes the belief of the designers of
the Greut Seal that there was still
work to be done. lioth the mottoes on
the reverse of the seal are condensa
tions of excerpts from; Virgil's Aoneld.
The first committee on the Great
Seal was formed on the afternoon of
July 4, 1770, and consisted of Benja
min Franklin, Thomas Jefferson and
John Adams. The Great Seal as finally
adopted was largely the work of
Gharles Thomson, secretary of con
gress, and William liarton, a private
citizen of riiiladelphla. The design
was officially adopted on June 20, 1782,
by fundamental law. The Great Seal
was again ratified after: the Constitu
tion was adopted in 1789.
Increased Air Mail Use
Due to Cut in Postage
Chicago. Record air mail loads are
being transported by United Air lines,
which flew &S8 tons In the last three
months contrasted with 422 tons in the
same period of 1034, President W. A.
Patterson announced. A ton Is equiv
alent to 00,000 pieces of mail, a total
of 38,280,000 letters and packages car
ried by United In the past three
months. The Increased mail loads,
however, do not mean Increased Income
for United, which Is paid on a per-mlle
basis rather than on a poundage basis.
The Increnso Is attributed largely to
reduction of air mail postage to 6 cents
an ounce and faster schedules, Includ
ing overnight movement of ninil from
the Atlantic seaboard, Great Lakes and
Middle West points to every city of
100,000 population In California, Ore
gon and Washington following United's
recent schedule changes.
Fight White Snail Pest
With Flame Throwers
San Pedro, Calif. Using flame
throwers, one of the new developments
of modern warfare, state and county
agricultural men are fighting a long
drawn battle against an army of white
snails.
The snails dot the earth In clusters
like white grapes, cover weed stalks
and climb even to the crossbars of
telephone poles. They have made
damaging inroads on crops.
Crews with a special truck sear
the hillsides with huge torches. The
campaign of burning and poisoning is
expected to last at least one year.
Finds Strange Penny
Chicago. When William Carroll
counted his change he found a strange
coin. It is the same size as a penny.
On one side is a portrait of Benjamin
Franklin. Engraved on the other side
are the words, "A penny saved Is a
penny earned."
Dog Tends Telephone
for His Deaf Master
Berlin. "Dixi the watchman," an
Alsatian wolfhound aged six, has
been trained as the perfect com
panion for the deaf and dumb. His
owner, Johannes Hull, has taught
him to:

alarm clock rings ; fetch him to the
front door to answer the belL an
swer the telephone.
When the telephone rings, Dixi
takes the receiver off and runs
barking furiously to attract the at
tention of his master. Sound vibra
tions of the telephone are suffi
ciently amplified for a deaf man
to comprehend them. :
Dixi is occasionally nonplussed
when a bicycle bell rings in the
street. He does not know whether
to run to the telephone or to the
front door.
