The county committee subject to the general direction and super vision of the Agricultural Adjust ment Adminstration, shall be gen erally responsible for the carrying out of the purposes of the associ ation in the county. The commit tee shall determine farm acreage allotments, goals, normal yields, and other agricultural facts re quired under the programs form ulated under the statutes listed work for farms in the county, in accordance with the regulations prescribed by the secretary of agr riculture. They shall make available to the members information about the program; conduct hearings and investigations as the AAA may request; recommend to the AAA desirable changes in or in addi tion to programs under statutes as set forth. To be eligible a committeeman or officer must be engaged in farm ing or ranching and derive a sub stantial part of his income direct ly from farming or ranching. He must be a resident of the commu nity from which he is elected; and during the current year qualified for payment or grant of aid in connection with the Agricultural or Range Conservation or sugar pro gram administered by the associa tion in the county, for which the committeeman, delegate or altern ate is elected or in the county in which he was engaged in farming during such year. No person who has been a candi date during the current year or who holds or becomes a candidate for a Federal, state or major coun ty office filled by an election held pursuant to law or who is or dur ing the current year has been or becomes an officer of employee of political party or political organ ization shall be eligible to serve as a member, alternate member, of ficer, or employee of a county or community committee.
