We refer first of all to the posi
tion of former Governor 0. Max
Gardner in favor of salary in
creases for state workers at Ral
eigh and for school teachers. The
first Gardner statement for publi
cation in a long time, it produced
widespread comment in the state
and even speculation that it might
be paving the way for Gardner,
now practicing law here, to reenter
the political arena in 1944.
Later, Dr. Ralph W. McDonald,
of.. Winston-Salem and Chapel
Hill, assistant chief of the Uni
versity extension division, eame to
Washington, purely on educational
business. The doctor researched
quite a bit into the education and
war subject and drew some con
clusions that were quite optimistic
as far as progress of the war ef
fort is concerned.
0. Max Gardner was governor
of the state from 1929 to 1933,
during the tail-end of the Coolidge
Hoover boom and the worst depths
of the great depression- . He was
a great governor, a forthright ad
ministrator who enforced drastic
cuts in expenditures and reorgani
zations to protect the state's credit
and keep its government going.

Gardner backed Ehringhaus, and
the Elizabeth City lawyer who now
makes his home in Raleigh, was
elected governor. Ehringhaus serv
ed f rom 1933 to 1937, carrying on
with Gardner policies.
In the 1936 primary, it was
Clyde R. Hoey, of Shelby, vs. Dr
McDonald, with Gardner backing
Hoey. Hoey won, and it was a
victory for Gardner, too. In the
1940 primary Gardner kept out
He felt that Fountain and Mc
Donald would have torn down what
he built up so he fought them
In 1940, his administration was
not an issue.
Facing 1944, when North Caro
lina will elect a governor and Sen
ator both from the Western half
of the state, let's take a look at
Gardner and McDonald, singly and
collectively.
As for former Governor Gard
ner, your carrespondents are con
vinced on many grounds that he
is not and will not be a candidate
for public office and that all specu
lation on that point is not . now
and will not be warranted. In
other words, charge him off the
books as a prospect to run against
Senator Bob Reynolds in 1944.
That cannot be said Of Dr. Mc
Donald, however. He came so
close to being elected governor in
'36 that undoubtedly he will want
another crack at the No. 1 posi
tion in the state government.
There was a Gardner-McDonald
touch in that Gardner statement,

McDonald from seizing upon the
issue. And after all, the present
state government at Raleigh had
done nothing to , . raise salaries,
while the cost of living has sky
rocketed and whue pther more
lucrative jobs are drawine off
from the state and its schools hun
dreds of other best servants.
For example, why should a good
teacher work for $86 a month, or
"a good State government secretary
for the same salary, when she can
make $125 or $150 a month by
making a change, in some cases
by moving across or down the
street. If North Carolinians claim
their children are their proudest
possessions, they should not com
pel them to be taught by teachers
who feel a-sense of injustice and
who are bound to. reflect their at
titude into the minds of the chil
dren, .
Governor Gardner believes, fur
thermore, that the state surplus
ultimately will go as high as $20,
000,000 and that state workers are
entitled to raises since a surplus
Is on hand.
So much for the Gardner statement-
That accounts for It pretty
well- Gardner is, always has been
a forceful, aggressive leader, never
afraid to speak out or to take a
position on controversial issues.
Now for Dr. McDonald. The
doctor came here to attend the
National Institute on Education
and the War. He also took advan
tage of the opportunity to do some
research work to help him in his
duties as chairman of the Com
mission for Defense of Democracy

ing risen an estimated 18 per cent
over August, 1939, whereas in the
first World War, prices boomed and
whirled upward and after the war
there was a price crash and the
1921-22 recession which was a post
war price headache.
"This is In itself a tremendous
achievement of government con.
trol,M said Dr. McDonald. "De
spite our bungling, we are getting
things done. The United States
produced more war goods in All
gust than all the Axis put together.
Our price rise is leveling off, and
Germany and Italy, with all their
enormous controls, haven't been
able to do that It looks like we
are licking it, and if we do, it
will do much toward preventing,
or at least lessening, a post-war de
pression, ; ... .... - ; '
''We have heard it debated
whether democracies can fight a
war as well as fascist nations. On
the home front, we are doing
things on a voluntary basis. The
man who runs a store puts up
notices of his price ceilings but
it is voluntary cooperation that
really brings about the control of
