By CLARKE BEACH (Associated Press) WASHINGTON When the Pres ident proclaimed the end of hos tilities many government agencies had to do some fast rustling through their legal files. The Veterans' Administration (VAt got a shock when it read the White House release listing the statutes affected by the declara tion. One of those plainly stated that men who entered the armed forces after hosilities terminated were not entitled to GI educational benefits which seemed rough on the boys who might enlist or be drafted after Dec. 31, the dale of the proclamation. Hill VA lawyers went to work and learned the statute had been amended so that GI benefits ap plied to all who served in the armed forces up to the "termina tion of the war,'' not hostilities. So selectees and enlistees still are en titled to their GI educational bene fits. Some Privileges Lost The proclamation, according lo VA, did exclude one group from the GI educational grants any men who entered the academics al West Point and Annapolis after Dec. 31. Up to then the academy men had the same rights as other members of the armed forces. Men now in the armed forces, however, lose a few wartime privi leges They no longer can obtain tax-free playing cards in U. S. ter ritories nor tax-free tobacco whenj overseas. After six months they; no longer will be able to send from j abroad duty-free gifts worth up to $50. After July 1 men serving j overseas can be sent all kinds of political literature. Men who were drafted or en listed up to noon of Dec. 31. ac cording to War Department law yers, can bring home alien wives or children if they apply before Dec. 28, 1948. Among the acts terminated was one providing special training fa cilities for nurses for the armed forces. The War Department says its wartime nurses' training pro gram was concluded last summer anyway. Income Tax Rules Change The Internal Revenue Bureau found two of the statutes affected its income tax regulations. Corpo rations which make contributions to foreign charities cannot now deduct such gifts from their in comes. Some sections of the mining in dustry are hit. Operators of oil and gas wells, coal, metal, sulphur, and graphite mines are permitted deductions from gross income to cover deple tion of properties. Up to the ter mination of hostilities, this privi lege was accorded also to opera tors who mined feldspar, mica, fluorospar, vermiculite, beryl, talc, lepidolite. spodumene. barite, rock asphalt and ball and sagger clay, to encourage greater production. Internal Revenue says this "per centage depletion" allowance no longer applies to this minor group. What these banks will have to do within six months is: (1) begin paying KD1C assessments on any war loan accounts they are hold ing for the government, (2) meet peacetime requirements for de posits of certain percentages of their holdings in Federal Reserve Banks Congress, of course, can restore any or all of these wartime regu lations and exemptions if it takes the notion. At The Depot , Phone 43 Student Nurses One Of State's Urgent Needs DURHAM Enrollments for fall classes at North Carolina's schools of nursing have dipped to a danger ous all-time low, according to in formation made available to the Geod Health Association by offi cials of the State Nurses' Associa tion. Quotas as set by the U. S. Cadet Nurse Corps met or exceeded lor every term during the war have gone unfilled regularly since the return of peace, and it is now esti mated that only 37 to 40 per cent of the needed number of new stu dents have entered the present classes. In the state's 45 accredited and one tentatively approved school of nursing, only 2,051 students are now in training. So short is the enrollment that some schools are without a freshman class. Anxious to offer unstinted assist ance in North Carolina's great new program of better health for all the people, executive of the nursing profession view with considerable alarm the steadily dropping enroll ments. In order to check this unfortun ate condition, officials say more young women must be persuaded to become nurses. To accomplish this, many inducements are being offered. Higher earnings. "North Carolina urgently needs 12,500 graduate nurses to bring the state up to the desired standard of one nurse for every 285 people," Miss J.
