WHEREAS, the Board of Educa ion of the Haywood County School dminlstrative Unit has determ ined that it is necessary to provide he additional school facilities in said unit, described in Section I f this bond order, in-order that he public schools in said County nay be 'maintained, as a part of the system of -public schools of the State of North Carolina, for the term required by the Constitution uf North Carolina, and that it will be necessary to expend for such purposes not less than $25,000, in addition to other available funds and has requested the Board of Commissioners to issue bonds of the County of Haywood to finance such purposes; NOW, THERE FORE. BE IT ORDERED by the Board of 'Commissioners of the County of Haywood as follows: Section 1. The Board of Com missioners of the County of Hay wood has ascertained and hereby determines that .it is necessary that the Haywood County School Ad ministrative Unit erect new school school buildings and to alter or re construct existing school build ings, and to acquire land and pur chase furnishings and equipment required for such buildings or ad ditions, in order that the' pubife schools in said County may be maintained, as a part of the sys-j tern of public schools of the State of North Carolina, for the twin required by the Constitution of North Carolina, and that it will be necessary to expend for said pur poses not less than $25,000,' In ad dition to other available funds. Section 2. In order to raise the money required to finance the erec tion of such new school buildings or additions to existing schoul buildings and to alter or recon struct existing school buiktiiiKs and the acquisition of such land and the "purchase of such furnishings and equipment, bonds of the Coun ty of Haywood are hereby author ized and shall be issued pursuant to The County Finance Act of North Carolina. The maximum 'ag gregate, principal amount of said bonds authorized by this bond or der shall be Twenty-five Thousand Dollars ($25,000). No debt shall be contracted during any fiscal year by the issuance of bonds pursuant to, this order tf the amount of such debt jind of all othei1 debt con iracteq during such i fiscal year shall exceed two-thirds of the amount by which the outstanding indebtedness of said County shall have been reducd during the next preceding fiscal year, unless the incurring of such debt shall be submitted to a vote of the people oi saia t-ouniy ana snail De ap proved by a majority of those who shall vote thereon. Section 3. A tax sufficient to on said bonds when due shall be i annually levied and collected. Section 4. A statement of the COunty Debt of the County of Hay wood has been filed with the Clerk of the Board of Commissioners of said County and is open to public inspection. Section 5. This bond order shall take effect thirty days after its first publication after final passage, unless in the meantime a petition for its submission to the voters is filed under The County Finance Act, and in such event It shall take effect when approved by the voters of the County at an election as provided in said Act The foregoing bond order was finally passed on the 2nd day of January, 1950, and was first pub lished on the 12th day of January, 1950. Any action or proceeding questioning the validity of said order must be commenced within thirty days after Its fast publica tion. ' B. D.
